Manager, Service Development & Workforce Planning  - BRTA

Salary Range: $73k - $80k (commensurate with experience)

Knowledge and Experience:

  • Must be over 21 years of age.
  • High School Diploma or equivalent.
  • Ability to work without direct supervision.
  • Ability to read, write and speak English.
  • Ability to work flexible schedules that may include nights, weekends, and holidays.
  • Ability to work in a union environment.
  • Knowledge of the Berkshires, Lennox, or Pittsfield Mass area is a plus.
  • Knowledge of transit scheduling software platforms (i.e Trapeze FX, Blockbuster, Optibus, Hastus)
  • Computer literate.
  • Well versed on Microsoft Office 365 applications (i.e. Outlook, Excel, Word, PowerPoint)
  • Minimum three (3) years of transit industry experience.

Key Accountabilities:

Service Planning and Scheduling

  • Optimizes the transit system, analyzes route performance data, ridership data and trends, makes punitive route and schedule adjustments as necessary in accordance with service change schedules.
  • Works closely with BRTA Marketing and Ambassador Staff to prepare service change outreach information, pop-ups, and onboard materials.
  • Prepares Title VI analysis and information related to service changes.
  • Re-designs system routes, spearheads route studies and network re-designs in collaboration with BRTA.
  • Serves as the Project Manager for BRTA Community Shuttle/ Microtransit implementations.
  • Collaborates with BRTA Marketing for route schedule, maps and website updates related to passenger facing service collateral.
  • Prepares long term service detours, works in collaboration with Dispatch and Operations Teams.

Workforce Scheduling/ Rostering/ Absenteeism Management

  • Responsible for ensuring daily schedules produced are achievable, efficient, utilize the full range of technological tools to assist in their production, and are in accordance with BRTA and Keolis policies and procedures.
  • Reviews payroll to revenue hours, daily overtime hours against the shift bid to ensure efficient maximization of resources. Adjusts as required based on data trends and prepare for permanent improvements with the next scheduled shift bid.
  • Ensures appropriate management of Bus Operator time off requests, approves or denies based on daily allotment in accordance with the CBA and ensures replacement coverage.
  • Prepares the daily markup for the following service day and up to 3 days ahead.
  • Communicates regularly with the Managers of Operations and Supervision Team regarding challenges, discrepancies, or improvements that could benefit the team.
  • Attend scheduling committee meetings, acts on feedback received that is valid for improvements.
  • Meets with the Training Department daily to identify the needs for Instructor resources and re-training requirements.
  • Tracks all Bus Operator Absenteeism and prepares corrective action to be issued through respective Managers of Operations.
  • Prepares service run cuts/ bids working in collaboration with department heads and the union.
  • Ensures Dispatch Control System is functioning and is being consistently updated.

  • Long periods (potentially exceeding 8 hours per day) of walking, standing, sitting, bending, pushing, pulling, climbing, lifting, balancing, stooping, twisting, squatting, handling materials, repetitive hand-wrist motions, and traversing uneven surfaces;
  • Exposure to both extreme heat and cold;
  • Exposure to loud noises, fumes, and airborne particles;

In addition to the above demands inherent in every role, the following roles may entail unique physical demands, including:

  • Operators/Drivers may work inside or outside vehicles and may operate vehicles for over 8 hours per day.
  • Operations Supervisors and Managers may split their work between an office setting looking at a computer screen/electronic device and active transit field locations driving in a vehicle.
  • Maintenance Employees may be exposed to toxic or caustic chemicals in a ventilated maintenance shop and may work with personal computers, laptops, electronic hand-held devices, complex electrical schematics, diagnostic software and testing devices, and other heavy machinery.
  • Office Staff may work indoors in air-conditioned or well-ventilated facilities, including offices and cubicle spaces equipped with a telephone and computer and may entail typing or looking at a computer screen.
