This is not a State of Delaware merit position. It is a one-year contractual position with the opportunity to work long term.

The Kent Conservation District (KCD), a governmental subdivision of the State of Delaware, is seeking applicants for the contractual services position of Environmental Scientist II with the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Water – Resource Protection Section.

 

JOB SUMMARY

 

The selected candidate will work in the Division of Water - Resource Protection Section -Compliance and Enforcement Program. Responsibilities include, but are not limited to, conducting random and scheduled on-site inspections of National Pollutant Discharge Elimination System (NPDES) permitted facilities and general Industrial Stormwater (ISW) facilities. This involves visual observations; sampling of effluents to identify or evaluate compliance/performance, malfunctions, or non-compliance; Discharge Monitoring Report (DMR) reviews; data review; and technical guidance. This position will also cross train to participate in compliance inspection for the Spray Irrigation Program and Large Systems Programs, which are also housed within the Compliance and Enforcement Branch.

 


ESSENTIAL FUNCTIONS

·        Provides analysis review, systems assessments, data and process interpretation,

conclusions, and recommendations to the operations and management personnel.

·        Performs site inspections at individual NPDES facilities and ISW and makes accurate determinations regarding compliance with permit and regulatory requirements.

·        Cross trains to support inspections for Spray Irrigation and Large Systems Programs.

·        Provides outreach, guidance, and support to industrial and municipal engineers, managers, and licensed wastewater operators on regulatory requirements, data

interpretation, and proper analytical methodology for complex NPDES permit

compliance and DMR preparation and submissions.

·        Assists with Stormwater Plan (SWP) reviews for ISW sites and applicable individual

NPDES sites and assures SWP’s are in full compliance with Industrial Stormwater

Regulatory requirements prior to approval.

·        Offers recommendations to permittees on Best Management Practices (BMP) for

stormwater pollution prevention at permitted facilities following permit and regulatory requirements.

·        Evaluates sites to assure provisions of No Exposure (NE) Certification are met and verified prior to granting NE Exclusion for a facility.

·        Provides technical guidance and support for the development and subsequent

implementation of the ISW General Permit and the subsequent revision of Section 9 of the Regulations Governing the Control of Water Pollution.

·        Provides support to other sections within the Division on compliance inspections of

other programs when needed.

 

JOB REQUIREMENTS 

Applicants must have the following:

1)     Possession of a Bachelor’s degree or higher in Life, Physical, or Applied Science or

2)     One year of experience in analyzing and evaluating scientific data.

3)     One year of experience in interpreting laws, rules, regulations, standards, policies, and procedures.

4)     One year of experience in using an automated information system to enter, update,

5)     One year of experience in technical report writing.

 


PREFERRED QUALIFICATIONS 

Preference will be given to candidates with knowledge and experience with large industrial and municipal wastewater treatment facilities, inspections of the same, DMR/data review processes, and the NPDES program.

 

 

CONDITIONS OF EMPLOYMENT

1.     Applicants must be legally authorized to work in the United States. The Conservation District participates in the Federal E-Verify system to confirm you are authorized to work in the U.S. The Conservation District shall require verification of identity, validating you are lawfully permitted to work in the United States beyond a temporary period without employment-based sponsorship.

2.     The Conservation District does not provide sponsorship for holders of H-1B Visas.

3.     Direct Deposit of paychecks is required of all new employees.

4.     Possession of a valid Driver’s License is required (not suspended, revoked, cancelled, or disqualified from driving.)


BENEFITS

The Kent Conservation District offers a comprehensive benefits package, including: 37.5-hour work week with flexible scheduling options, 9.5 hours per month of accrued vacation leave and 9.5 hours per month of accrued sick leave (prorated the first month of employment), and 12 paid holidays per year (holidays and floating holidays follow the State of Delaware schedule.) Health insurance and pension are also included in the benefits package.
