Kenney Business Solutions, Inc. (KBS) is seeking a seasoned Project Manager to lead a nine-person on-site team delivering Records Management, FOIA Processing, Administrative Support, Conference Services, and Mail Operations to the U.S. Trade and Development Agency (USTDA) in Arlington, VA. The Project Manager serves as the single key personnel designation and primary contractor interface with USTDA's Contracting Officer and COR. This individual holds full authority to act on all contract matters and is responsible for the operational performance, quality control, reporting, security compliance, and personnel management of a 9-person on-site team delivering records management, FOIA, administrative, conference, and mail support to a federal agency of approximately 60 staff.
KEY RESPONSIBILITIES:
- Serve as primary POC to the CO and COR; attend all required government meetings; submit all contract deliverables including Weekly Status Reports and the Quality Control Plan.
- Manage all 8 non-exempt staff on-site; conduct performance reviews; manage personnel actions and substitution requests per Section D.1.10.4
- Develop, submit, and maintain the Phase-In Plan (10 days post-award), QCP (20 days post-award), IRC Manual, IRC Annual Calendar, and Document Flow Process Map.
- Ensure cross-training of all staff across functional areas per Section D.1.10.2 to maintain operational continuity and dual-desk coverage.
- Monitor and enforce compliance with security requirements including Secret clearance maintenance, DoS FAC badging, NISPOM obligations, and personnel removal procedures.(Section D.1.5)
- Manage surge support for 50–60 annual events; coordinate with Building Management and AV/conference vendors via COR.
- Ensure NARA regulatory compliance including annual records schedule review, self-assessment data submission, and required reporting; serve as corporate oversight layer above the Records Custodian.
- Track all deliverable deadlines, manage risk, and report issues proactively; maintain QCP documentation and discrepancy logs.
REQUIRED QUALIFICATIONS:
- Bachelor's degree required; business, management, or public administration preferred.
- Minimum 15 years of relevant federal government service contract experience.
- Minimum 5 years in a project management or supervisory role on service contracts.
- Experience with records management, administrative services, or information management programs in a federal civilian agency environment.
- Active Secret clearance or ability to obtain. (Top Secret preferred)
- Demonstrated experience with SCA-covered workforce management, CPARS reporting, and federal contract compliance.
- Proficient in Microsoft Office Suite, SharePoint, and project reporting tools.
- Must be a U.S. Citizen.
PREFERRED QUALIFICATIONS:
- PMP or equivalent project management certification.
- Prior experience supporting a small federal agency (<200 personnel)
- Familiarity with NARA records management regulations and USTDA or State Department badging procedures.
