Definition: Under the general direction and supervision of the Training Officer, the Captain-Training & Support is responsible for assisting in the coordination, delivery, and documentation of training programs for career and volunteer personnel. This position provides direct supervision and management of the Fire Service Area’s Volunteer program. This position responds to emergency incidents and performs firefighting, rescue, and emergency medical duties as required. The captain also supports the Fire Marshal’s office.
Residency: The Captain must reside within at least a 20-minute response time by roadway to the nearest department fire station.
This position has a 40 hour work week. Education:
- High School Diploma or GED.
- Seven (5) years of full-time structural firefighting experience, one (1) of which must be as a Fire Apparatus Driver/Operator
- A valid, unrestricted Alaska driver’s license
- Proficiency with data entry, record management and basic computer skills
- State of Alaska - EMT 1 or National Registry of Emergency Medical Technicians (NREMT) – EMT
- IFSAC or State of Alaska Fire Officer 1
- IFSAC or State of Alaska Fire Instructor 1
- Alaska EMS Emergency Trauma Technician Instructor within 18 months of appointment
- Alaska Fire Investigator Technician (or obtain within 12 months of appointment)
- ICC Fire Inspector 1 (or obtain within 24 months of appointment)
- IFSAC or State of Alaska Fire Instructor 2 (or obtain within 36 months)
- Incident Command 100, 200, 700, 800
- Incident Command 300, 400 (or obtain within 18 months of appointment)
- College degree in Fire or EMS-related science
- IFSAC or State of Alaska Fire Officer 2
- Experience with planning, coordinating, and delivering training programs
- Experience managing personnel, volunteers, or teams is highly desirable
- Assist the Training Officer with planning, coordinating and delivering training programs for all department personnel.
- Maintain training records, reports and data management systems to ensure compliance with department, state, and national standards.
- Develop and implement training schedules, lesson plans, and performance evaluations.
- Coordinates and manages the volunteer program, including recruitment, onboarding, retention, continuing education and serves as a point of contact for Volunteer responders.
- Coordinate volunteer participation in drills, assignments, and department events.
- Coordinates with the shift Senior Captain for daily 24-hour operations involving volunteers on an assigned shift or assigned activity.
- Communicates regularly with operations personnel to monitor volunteer performance and participation.
- Directs fire and emergency services scene operations, unless relieved by a higher authority.
- Assist the Fire Marshal with public education events, fire prevention programs and school/community outreach.
- Conduct or assist with fire inspections, code enforcement activities and documentation.
- Support the development and distribution of educational materials and safety messaging.
- Responsible for the timely input, compilation, and accuracy of related NERIS and EMS records and reports.
- Prepares, delivers, and assists with departmental training, and directly supervises and monitor straining of members under their supervision.
- Performs and delivers fire safety education and injury prevention programs, conducts pre-fire plans, and inspections as assigned.
- Assists the management team in the development of policies and standard operating guidelines.
- May be required to operate emergency fire apparatus, and ambulances as needed.
- Manage department equipment inventories, testing and maintenance schedules.
- Oversee asset control and tracking systems, ensuring data accuracy and accountability.
- Assists with Department Facilities maintenance.
- Assist with equipment procurement, vendor coordination, and budget tracking.
- Support the administrative and command staff with logistics, documentation and special projects.
- Acts as a first level supervisor for the department, and supports all established policies, guidelines, and administrative directives while exercising fiscal responsibility in all of their actions.
- If qualified to receive incentive pay, maintains required certifications and attends required training.
- Performs emergency medical skills as defined by the State of Alaska and departmental Standard Operating Guidelines. Certification levels shall be maintained as a condition of employment.
