Keene Housing (KH) is nationally recognized as a leader in the areas of housing policy reform and affordable housing development. KH is seeking a full-time Housing Inspector. This position conducts timely inspections as required while maintaining full compliance with all applicable federal and state regulatory requirements and agency policies and procedures. The Housing Inspector is responsible for Move-In inspections for all tenant-based voucher holder private market units and for conducting biennial inspections, following established HUD regulations and protocols, of entire Keene Housing (KH) portfolio. The Housing Inspector handles related work as required to support the agency objectives in a team-oriented environment.

Essential duties and responsibilities:

  • Conducts initial, re-inspections and biennial inspections for all housing units in the Housing Choice Voucher (HCV) Program, contacting landlord to schedule and make necessary repairs within a specific length of time to ensure compliance with HCV rules and regulations.
  • Conducts all turn-over inspections for Keene Housing Project Based units.
  • Determines Rent Reasonableness for all inspected units using established software database.
  • Coordinates with Property Managers to schedule and complete property annual unit inspections.
  • Responds to all requests for Special Inspections from tenants, voucher holders and landlords.
  • Completes Lead-Based Paint Requirements at initial and biennial inspections, assuring housing units meet requirements for children under age six.
  • Submit Lead Reports to participating municipalities on a quarterly basis.
  • Recommends abatement for failure to correct violations within a reasonable period.
  • Investigates complaints (i.e., abandoned homes, conditions that are alleged to constitute a menace to health or welfare by the unlawful accumulation of debris, rubbish, trash, evidence of rodents, etc.) on/in assisted property.
  • Establishes effective working relationships with landlords for subsidized units
  • Maintains and updates general knowledge of Federal, State and local laws pertaining to the management of rental housing.
  • Develops thorough understanding of various Keene Housing software programs and databases.
  • Attends bi-weekly Department meetings and all-staff trainings throughout the year.
  • Establish and maintain effective working relationships with KH staff, tenants, voucher holders, community and social service agencies.

Qualifications

  • Education and/or Experience - Associate's degree or equivalent from two-year college or technical school; or a minimum of 2 years related experience and/or training; or equivalent combination of education and experience. Housing experience preferred.
  • Language Skills - Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively to individuals and groups.
  • Mathematical Skills - Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Reasoning Ability - Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
  • Computer Skills – Must be proficient in Microsoft Office software including Outlook, Excel, and Word and the ability to effectively use industry specific database software programs.
  • Certificates, Licenses, Registrations - Must possess a valid Driver’s license and be able to travel to various locations within the region as required.

Pay: $50,000.00 - $62,400.00 per year
