The attorney is responsible for providing sound legal advice and consultation to DCF program staff, managers, and regional leadership promptly. The attorney works collaboratively with the Child Protection Specialist (CPS) and Adult Protection Specialist (APS) staff regarding cases of abuse and neglect. The attorney also provides legal advice to the Economic and Employment Services staff (EES). The attorney is tasked with responding to records request from a variety of entities. The attorney files necessary objections, if required. The attorney also reviews contracts, journal entries and court orders as needed. The attorney is responsible for defending DCF in administrative appeals filed by individuals who have been affirmed or substantiated for abuse or neglect in front of the office of Administrative Hearings. An additional duty of the attorney is to prepare and file guardianships/conservatorships on behalf of the Adult Protective Services Division of DCF. The attorney will have ongoing communications and contact with program staff, other attorneys, judges, hearing officers, governmental employees and officers, community partners, contractor’s staff, and community representatives to ensure that DCF’s work is carried out efficiently and accurately. The attorney will conduct research as needed to interpret new cases, statues, and case law as well as changes in regulations that may impact DCF policies and programs. This position will have a tele work component.

Qualifications

Minimum Qualifications: Certificate of admission to the Bar of the Supreme Court of Kansas or temporary permit to practice law issued by the Supreme Court of Kansas at the time of hire.


Must maintain valid driver’s license throughout employment.

· Security Clearance: A background check (KBI - criminal background, welfare fraud, driver's license and Child/Adult Abuse and Neglect Central Registry) is required for all positions with the Department for Children and Families (DCF) as a condition of employment, which may include fingerprinting and FBI check. Security clearance must be obtained prior to employment with DCF. Must maintain security clearance throughout employment.

· Tax Clearance: Candidates offered employment in a State of Kansas position will need to apply for a Kansas Tax Clearance Certificate within 10 days of being offered a position.
