Qualifications:

- Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist. At this level, applicants would have obtained this experience working within a health care setting; working directly with healthcare professionals and other administrators to solve problems in support of the delivery of patient care; and experience assisting an administrative component of a health care onboarding process. OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D in a related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Responsibilities:
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. - Oversees and coordinates the Medical Center's strategic outreach efforts.
- Leverage responsible and productive health care partnership opportunities with Federal, State and local non-profit organizations.
- Establish healthcare partnership award program to acknowledge and recognize successful partnerships.
- Collaborate with are Department of Defense partners to assist both local VA and DoD in improving and ensuring high quality cost effective services.
- Collaborates with the medical center and it's community based clinics to identify existing and emerging health care needs.
- Measures effectiveness of communication, tracks trends, solicits feedback and implements lean principles to achieve continued improvement and effectiveness.
- Develop educational workshops and seminars to inform targeted audiences on VA services and partnerships.
