Duties and Responsibilities

Key Responsibilities

  • Administer and maintain the Electronic Document Management System (EDMS), including user account configuration, security permissions, workflows, document classifications, and metadata standards. *
  • Monitor EDMS performance, troubleshoot technical issues, ensure data integrity and version control, and generate system usage and performance reports. *
  • Conduct regular system backups, recovery testing, and support disaster recovery procedures. *
  • Lead and oversee the records retention program, including supervision of records management staff and daily operational activities. *
  • Develop, implement, and maintain records retention schedules in accordance with legal, regulatory, and organizational requirements. *
  • Coordinate records destruction activities, maintain documentation of destruction processes, and ensure compliance with retention and disposition policies. *
  • Oversee the organization, storage, retrieval, archiving, and disposal of physical and electronic records. *
  • Develop and deliver records management training to employees across the organization. *
  • Manage responses to records requests, audits, litigation holds, public records requests, and regulatory inquiries, ensuring confidentiality and integrity of all records. *
  • Collaborate with legal, compliance, IT, and operational teams to address records-related issues and improve document and records management processes. *
  • Support EDMS and related system migrations, upgrades, and enhancements. *
  • Create and maintain system documentation, user guides, standard operating procedures, and project documentation libraries. *
  • Coordinate with software vendors regarding technical support, system maintenance, upgrades, and licensing. *
  • Identify opportunities for automation and recommend improvements to records management systems, workflows, and technologies. *
  • Prepare and present reports, metrics, and recommendations related to records retention activities and records management program effectiveness. *
  • Perform other similar duties as assigned. *

Qualifications

  • Bachelor’s degree in Information Management, Information Technology, Computer Science, Records Management, Library/Information Science, or a closely related field.
  • 3–5 years of progressively responsible experience in records management, information governance, document control, or EDMS administration.
  • Supervisory or team lead experience strongly preferred, including training, coaching, or evaluating staff.
  • Demonstrated experience administering or supporting enterprise EDMS platforms, such as Microsoft SharePoint, OpenText, Documentum, Laserfiche, M-Files, Hyland OnBase, or comparable systems.
  • Experience with records retention programs, largescale records management initiatives, document lifecycle processes, and compliance driven information governance practices.
  • Experience supporting system upgrades, document migration projects, workflow configuration, or automation initiatives is preferred.
  • Experience with electronic forms development, workflow tools, or related applications is preferred.
  • Knowledge of applicable records retention laws, regulatory requirements, and industry standards (e.g., NARA, HIPAA, GDPR, SOX) is preferred.
  • Project management or change management experience is desirable; formal training or certification is a plus.
  • An equivalent combination of education and experience may be considered.

Conditions of Employment

All BPU employees, at the inception of their employment, shall have a period of 12 months after employment begins to establish and maintain a legal primary residence within the legally defined boundaries of the Unified Government of Wyandotte County/Kansas City, KS.
