    QUALIFICATIONS:
    • Baccalaureate or advanced degree in early childhood education
    • Baccalaureate or advanced degree and coursework equivalent to a major relating to early childhood education, with experience teaching preschool-age children
    • Master's degree w/ Administrative Certificate

    JOB EXPECTATIONS:
    • Hire, supervise, and evaluate instructional and education support personnel. Monitor all educational activities.
    • Perform all duties of an instructional leader related to curriculum, assessment, instructional strategies, and supervision.

    PERFORMANCE RESPONSIBILITIES:
    Implement the Head Start Performance Standards that relate to Program Operations:
    • Subpart B - Program Structure
    • Subpart C - Education and Child Development Program Services
    • Subpart D - Health Program Services
    • Subpart E - Family and Community Engagement Program Services
    • Subpart F - Additional Services for Children with Disabilities
    • Subpart G - Transition Services
    • Subpart I - Human Resources
    • Subpart J - Program Management and Quality Improvement

    Administration and Management
    • Maintain a strong understanding of the Head Start Performance Standards and Preschool for All / Preschool for All Expansion Implementation Manual.
    • Carry out tasks, policies, and activities designed to meet educational and performance objectives.
    • Annually review and update the Work Plans in conjunction with the management team, staff, and Policy Council.
    • Participate fully in leadership meetings.
    • Participate in the annual self-assessment and triennial federal reviews and complete all areas of responsibility.
    • Design and implement educational pre-service and in-service activities.
    • Plan and facilitate SLT, ILT, and Staff meetings in conjunction with other program administrators.
    • Assist in the development of annual Training and Technical Assistance plan based on self assessment and community assessment findings.
    • Maintain professional working relationships with district administrators and employees in all districts where Head Start and PFA / PFA-E classrooms are located.
    • Create staffing plans, PE / Fine Arts schedule, and break schedules.
    • Coordinate with the Foster Grandparent Program to secure grandparents for classrooms.
    • Participate in / lead all drills in conjunction with other administrators.
    • Work closely with custodial staff and food service staff to coordinate daily operations.
    • Approve and coordinate special events, including food, transportation, supplies, room schedules, payment/reimbursement, etc. in conjunction with other administrators and administrative assistants.
    • Attend all Policy Council Meetings and present periodic reports.
    • Establish a school climate that focuses on learning and student progress.
    • Participate in IEP meetings, as needed.
    • Participate in local, state, and regional Head Start meetings to stay abreast of Head Start initiatives.

    Supervision
    • Interview applicants and make recommendations for hire.
    • Supervise, monitor, and evaluate the work of all teachers, paraprofessionals, instructional coaches, mental health specialists, and all education support staff (fine arts, PE, floating subs, and interventionists)
    • Provide direction to the Instructional Coaches by assigning tasks, monitoring their work, and through regular meetings.
    • Provide direction to the Mental Health Specialists by assigning tasks, monitoring their work, and through regular meetings.
    • Provide direction to the Interventionists by assigning tasks, monitoring their work, and through regular meetings.
    • Administer disciplinary action according to the established policies, when necessary.
    • Receive all absence call ins and arrange and assign substitute coverage daily.
    • Provide all education staff with necessary instructional and/or behavior support.
    • Approve field trips and special activity requests.
    • Conduct classroom observations and provide feedback and recommendations. This includes walk-throughs and CLASS observations.
    • Supervise all assessment data entry and reporting (Staff and reports).
    • Fulfill all child supervision requirements throughout the school day, including arrival and dismissals.
    • Share late duty responsibilities with the Assistant Director for Health & Family Engagement.

    Curriculum and Assessment
    • Develop the educational program based upon community needs and parent survey results.
    • With input from parents, Policy Council, district administration, board strategic planning, community assessment information, and program administrators, prepare annual quantitative educational goals and objectives.
    • Select and implement a research-based curriculum.
    • Select an assessment tool to monitor student progress.
    • Review lesson plans regularly to ensure teachers are adhering to the established curriculum and to ensure fidelity.
    • Ensure all classrooms are thoroughly supplied with learning materials.
    • Schedule program wide field trips and events in conjunction with other program administrators (Family Reading Night, Reading Incentive Program, Dental Health presentations, KC-CASA presentations, etc).
    • Analyze assessment data to drive instruction and program planning decisions.

    Monitoring and Reporting
    1. Monitor classroom and program equipment and materials for adequacy and safety.
    2. Conduct regular file reviews.
    3. Monitor and track all required parent / teacher contacts and education paperwork.
    4. Regularly monitor on-going assessments for accuracy and timeliness.
    5. Maintain complete staff files.
    6. Monitor attendance and punctuality.
    7. Ensure staff and program resources reflect the multicultural diversity of the children and families in the program.
    8. Submit accurate and timely reports, as required. Develop monitoring procedures and tools as necessary.
