The organization is currently engaged in major enterprise modernization initiatives, including the Medicaid Management Information System (MMIS) Replacement and Member Management Replacement Systems projects.
The SCDHHS Project Management Office (PMO) oversees enterprise-wide IT governance, standards, and staffing across large-scale healthcare technology initiatives.

Position Overview
SCDHHS is seeking an experienced Quality Assurance Analyst – Advanced to support system integration, testing, and quality assurance activities for Medicaid enrollment, eligibility, claims processing, document management, and workflow systems.
The selected candidate will serve as a lead QA resource within the Systems Applications Integration and Development team, ensuring application quality, compliance, stability, and alignment with enterprise testing standards and best practices.

Quality Assurance & Testing
- Develop comprehensive:

Test Automation
- Design and develop automated test scripts using:
- Sahi Pro
- Selenium Automation Framework
- Support automated testing initiatives and framework enhancements.
Defect & Issue Management
- Maintain and track defects within defect management systems.
- Identify issues, risks, gaps, and optimization opportunities proactively.
- Collaborate with technical teams and leadership to resolve defects and testing impediments.
Governance & Standards
- Ensure adherence to QA governance policies, testing standards, and industry best practices.
- Participate in reviews, walkthroughs, inspections, and quality assessments.
- Recommend process improvements and testing optimizations.
Stakeholder Collaboration
- Work closely with:
- Architects
- Developers
- Technical Teams
- Project Managers
- Business Stakeholders
- Provide testing feedback, reports, and status updates to leadership.
Vendor & Documentation Oversight
- Review and approve:
- Vendor test plans

Required Skills & Qualifications
- Excellent written and verbal communication skills.
- Strong ability to write requirements, use cases, and detailed testing documentation.
- 10 years of experience:
- Translating business requirements into test cases/scenarios
- Performing Quality Assurance and Quality Control activities
- 3 years of hands-on experience with:
- Sahi Pro
- Selenium Automation Framework
- Experience with formal test design techniques including:
- Equivalence Class Partitioning
- Pairwise Analysis
- Experience using test design tools such as:
- PICT
- Similar orthogonal-based tools
- Working knowledge of one or more process frameworks:
- SPICE
- TPI
- TMMI
- CMMI OPF
- OPD
- PPQA
Preferred Skills
- 5 years of enterprise or e-business systems experience.
- Medicaid or healthcare industry experience strongly preferred.
