Job Summary

The Safety and Facilities Manager ensures the safe, efficient, and compliant operation of a 60-bed emergency shelter and resource center. This role oversees safety protocols, facility maintenance, regulatory compliance, and emergency preparedness while fostering a safe, functional, and welcoming environment for individuals experiencing housing instability. The manager collaborates closely with staff, residents, external vendors, and community partners to maintain high operational standards and support programmatic needs.

Key Responsibilities

Safety and Security

  • Develop, implement, and monitor comprehensive safety policies and emergency procedures.
  • Ensure compliance with OSHA, fire safety codes, and local, state, and federal regulations specific to shelters and housing programs.
  • Conduct regular safety inspections of the facility, addressing hazards promptly.
  • Manage security protocols, including access controls, surveillance systems, and incident reporting.
  • Train staff on safety procedures, trauma-informed security practices, crisis intervention, fire drills, and first aid.
  • Maintain emergency response plans and collaborate with law enforcement, fire departments, and emergency responders as needed.
  • Stay updated on best practices in emergency management and risk mitigation.

Facilities Management

  • Oversee daily operations and maintenance of the shelter and resource center.
  • Supervise and schedule repairs, cleaning, and preventive maintenance tasks.
  • Manage vendor relationships, including contracts for HVAC, plumbing, electrical, security, and janitorial services.
  • Monitor and manage the facilities budget, including repairs, utilities, and supplies.
  • Maintain an inventory of tools, equipment, and safety-related supplies.
  • Lead sustainability initiatives to optimize energy efficiency, reduce costs, and ensure responsible resource usage.
  • Respond to facility emergencies, ensuring issues are resolved efficiently.



Program Support & Resident Engagement

  • Work closely with program and case management staff to ensure the facility is prepared for workshops, events, and resident services.
  • Respond to immediate safety or maintenance concerns raised by residents or staff.
  • Ensure a dignified, trauma-informed, and respectful environment for all shelter residents and staff.
  • Engage residents in facility upkeep and safety initiatives, fostering shared responsibility.

Administrative & Compliance Responsibilities

  • Maintain accurate records of safety inspections, incident reports, and maintenance logs.
  • Develop and manage budgets for safety and facilities operations.
  • Prepare reports for leadership, board members, and funders regarding facility operations, safety performance, and budget utilization.
  • Ensure adherence to funding and regulatory requirements related to shelter facilities.

Qualifications

Education and Experience

  • Bachelor’s degree in Facilities Management, Safety Management, Emergency Management, or a related field (or equivalent experience).
  • 2-3 years of experience in facilities management, safety compliance, or emergency response, preferably in a residential, nonprofit, or emergency shelter setting.
  • Strong knowledge of building codes, safety regulations, emergency response planning, and trauma-informed security practices.

Skills and Abilities

  • Strong organizational, project management, and problem-solving skills.
  • Excellent communication, leadership, and interpersonal abilities.
  • Ability to train staff and lead teams on safety and facility protocols.
  • Proficiency in Microsoft Office and facilities management software.
  • Ability to make quick, effective decisions in high-pressure situations.

Preferred Qualifications

  • Certification in facilities or safety management (e.g., Certified Facility Manager, OSHA Certification, Emergency Management Certification) preferred but not required.
  • Experience working with populations experiencing homelessness or housing insecurity.
  • Knowledge of trauma-informed care and de-escalation techniques.

Work Environment

  • This role requires flexibility, including occasional evening or weekend availability for facility emergencies or safety concerns.
  • The position involves both administrative and hands-on tasks, which may include inspections, minor repairs, and emergency response coordination.
