The Senior Contracts and Procurement Officer is responsible for overseeing the procurement and contract management activities for the Clerk of the Court and Comptroller (COCC). This role involves planning procurement activities, developing solicitation documents, negotiating contracts, and ensuring compliance with government regulations.
MINIMUM QUALIFICATIONS
- Bachelor's degree
- Minimum of three years of experience in public procurement, contract management, or a related filed, with proven experience in the acquisition of various complex commodities.
- Professional Certification issued by the Institute for Supply Management (ISM) or the Universal Public Procurement Certification Council (UPPCC) is highly preferred.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Oversee the advertisement, evaluation, negotiation, and award of multiple solicitations.
- Draft RFPs, RFQs, RFIs, Draft Forms of Agreement, Scopes of Work, and Technical Specifications.
- Develop contract language for complex commodities to meet the COCC's operational needs. Review and analyze complex Scopes of Work.
- Assist in analyzing and evaluating vendor proposals.
- Develop negotiation strategies and conduct management briefings.
- Analyze complex proposals and execute appropriate evaluation approaches.
- Gather, analyze, interpret, summarize, and present complex data in a logical format.
- Plan for and oversee negotiations to obtain favorable terms and conditions with vendors designated for award in the acquisition of various commodities.
- Assist in resolving conflicts and ensure that objectives are achieved in final contract documents.
- Negotiate complex non-competitive acquisitions (Bid Waivers, Sole Source, and Legacy Agreements.
KNOWLEDGE, SKILLS AND ABILITIES
- Ability to independently gather, analyze, summarize, and prepare recommendations on sourcing strategies, practices, and procedures.
- Ability to plan and procure complex commodities in a timely and efficient manner.
- Knowledge and skill to draft and comprehend complex contract language.
- Thorough knowledge of procurement procedures for the acquisition of various complex commodities.
- Demonstrate the ability to work autonomously while supporting multiple end-user objectives.
- Ability to negotiate favorable contractual and scope terms.
- Ability to establish and maintain effective working relationships with superiors, vendor representatives, and a variety of public and private officials.
- Display strong analytical and problem-solving skills.
- Proficiency in Microsoft Word to create, format, and edit various acquisition documents.
- Expertise in Microsoft Excel, demonstrating the ability to manage and analyze data, format spreadsheets, and generate charts and graphs.
- Competence in Microsoft Outlook to effectively communicate via email, schedule meetings and appointments, manage contacts, and utilize features like task management and shared calendars.
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS
Work is primarily office-based with extended periods at a computer. May involve light lifting (up to 10lbs).
