- Plan, organize, and oversee municipal capital improvement and SPLOST-funded projects through all phases of design and construction.
- Develop project scopes, estimate, and bid packages; review contractor bids and administer contracts in accordance with municipal procurement guidelines.
- Manage projects through the GDOT Plan Development Process (PDP) and maintain compliance with local, state, and federal requirements.
- Coordinate with contractors, consultants, and internal City departments to ensure quality, schedule, and budget goals are met.
- Conduct site visits and inspections to ensure compliance with project plans, specifications, and relevant codes and regulations.
- Address public inquiries and complaints, generate work orders, and provide technical field sketches and design guidance as needed.
- Represent the City at project-related public meetings, events, and internal team discussions.
- Oversee utility permitting and coordination within the public right-of-way.
- Support City communications staff by providing updates and announcements regarding capital projects.
- Review development plans to ensure compliance with City code and necessary infrastructure upgrade.
- 7 years of experience in civil design, surveying contract management, construction oversight, estimating, and field inspections, preferably in the public sector.
- Bachelor’s degree in Civil Engineering or a related field.
- Registration as a Licensed Professional Engineer (PE) is required.
- GDOT Locally Administered Project (LAP) certification required.
- Proven experience managing projects through the GDOT PDP process.
- Familiarity with the Atlanta metro area is highly preferred.
- Excellent communication, coordination, and problem-solving skills.
