QUALIFICATIONS
- Bachelor's degree in law enforcement preferred
- Minimum of 5 years of prior police or security experience in a law enforcement-related field
- Detective experience preferred
- Working knowledge of Federal and Missouri State law enforcement rules and regulations
- High School Diploma required at minimum
- Demonstrated skills in physical and community security issues (lighting, locking systems, patrolling, reaction force management, security systems, emergency response) required.
- Excellent oral, written, and interpersonal communication skills in a diverse educational setting.
- Must be able to prepare and present detailed studies and reports to include recommendations concerning the substance of studies and reports.
- Must possess strong interpersonal skills and be able to prepare and deliver oral presentations before small, medium, and large groups of people.
- Strong computer skills, including word processing, database management, and spreadsheet software.
POSITION SUMMARY
The Director of Safety and Security is responsible for administering effective and efficient school safety and building security services across the district. The Director of Safety and Security will direct and oversee all state and federal procedures in regard to FEMA shelters across the District. The Director will serve as a liaison between the school district and all local, state, and federal law enforcement agencies, including district SRO’s, ensuring compliance with security protocols and school attendance laws.

ESSENTIAL FUNCTIONS
Security Responsibilities
- Conduct preliminary and follow-up investigations of school-related incidents and accidents.
- Consult with public safety officials and stakeholders to develop, implement, and annually review a comprehensive school emergency operations plan for the school district and each school or site as applicable.
- The plan will broadly address safety, crises, and emergency operations.
- The plan will address prevention, preparation, operations, and follow-up.
- The plan considers supporting the mental health needs of all involved in any
crisis.
- Knowledge of all federal, state, and local school violence and prevention programs and resources that are available to students, teachers, and district staff.
- Annually conduct a physical security site assessment at each facility, utilizing nationally accepted methodology.
- Ensures emergency preparedness drills are performed in compliance with state statute and local ordinance.
- Assists the Technology Department in implementing a cyber/privacy security plan, utilizing nationally accepted standards.
- The school system ensures access to Missouri’s school violence anonymous reporting tip line.
- Assist SROs and staff in participating in relevant school safety and violence prevention training.
- Respond to radio-dispatched calls for service.
- Monitor school facilities to ensure compliance with safety and security regulations.
- Maintain a current Crisis Plan and assist buildings with crisis plans and simulations.
- Cooperate with various community safety organizations to ensure a coordinated effort in case of emergency.
- Serve as a liaison between the school, Joplin Police Department, Jasper and Newton County Juvenile authorities, and Jasper and Newton County Sheriff's office.
- Build constructive relationships with all local, state, and federal law enforcement agencies.
- Create structures that build goodwill between law enforcement and students
- Provide law enforcement presence at school activities and athletic contests as needed
- Participate in committee assignments requiring security and threat assessment expertise.
- After hours and/or weekend availability, 24-hour call back in cases of emergency, and supervisory presence when required, on all shifts.

Attendance Responsibilities
- Assist administration in determining student attendance within proper attendance areas.
- Visit places of employment as deemed necessary to ensure compliance with employment laws.
- Enforce the compulsory attendance laws set forth by the Department of Elementary and Secondary Education.
- Cooperate with school officials, counselors, juvenile court officers, probation officers, and welfare agencies dealing with cases of known, suspected, or probable delinquency or abuse.
Administrative Responsibilities
- Maintain inventory records for the district regarding Safety and Security
- Coordinate the compilation and distribution of updated registered sex offender lists to district administrators
- Establish record keeping/log and related documentation systems
- Participate in committee assignments requiring security and threat assessment expertise
- Promote and maintain professional security affiliations and up-to-date knowledge of both technical and legal developments in the field
- Assist in creating RFQs and RFP’s for safety-related items across the district.
