Duties

  • Advise Cyber National Mission Force (CNMF) personnel conducting cyberspace operations in support of USCYBERCOM priorities.
  • Manage cyberspace operations tradecraft and tool development from requirement and resource development through partner coordination to capability fielding.
  • Conduct risk assessment and mitigation strategies as it applies to tactics, techniques, and procedures utilized in CNMF operations.
  • Establish/enforce standards associated with cyberspace operator development and certification; train and certify operators and assist in the advancement of operator proficiency across various platforms.
  • Serve as lead subject matter expert on all matters related to cyberspace operations tradecraft, tool development, and lifecycle management.
  • Establish policies and procedures related to cyberspace operators and cyberspace operations.
  • Lead the CNMF Weapons and Tactics, Infrastructure, and Capabilities Branch.
  • Supervise a diverse team comprised of joint-service military, civilians, and contractors; establish performance standards, evaluate performance, and resolve disciplinary issues
  • Negotiate agreements, find technical solutions to complex problems, and resolve controversial issues.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.
  • Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement.
  • Must successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • This position requires the incumbent to meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Providing technical advice and direction for cyberspace operations including but not limited to offensive cyberspace operations, network operations and/or procedures; 2) Providing technical solutions and resolving problems associated with cyberspace capabilities and infrastructure; 3) advising senior leadership on cyberspace operations; 4) Supervising a team of employees, providing direct oversight, mentorship, and/or performance evaluations to streamline operational workflows.

The Specialized Experience Must Include, Or Be Supplemented By, Information Technology Related Experience (paid Or Unpaid Experience And/or Completion Of Specific, Intensive Training, As Appropriate) Which Demonstrates Each Of The Four Competencies, As Defined

Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
