Duties

  • Serve as the principal advisor to the Commanding General and Command Group providing technical leadership and staff guidance to directors on civilian personnel actions.
  • Develop internal management control systems to ensure that all resources are managed effectively, efficiently, and economically.
  • Coordinate with managers regarding the implementation of reorganizations that involve mission changes and realignment of positions and personnel as well as in identifying positions that should be reclassified prior to making such changes.
  • Conduct manpower studies and review the Joint Table of Distribution (JTD) for accuracy and update the manpower databases to reflect the current JTD.
  • Ensure official case files are properly maintained in accordance with all regulatory guidance to support proposed or final actions.
  • Explain evaluation criteria of the various performance systems including assisting management in the writing of employee performance standards.
  • Administer personnel training for both employees and supervisors in areas such as the writing of objectives and compensation regarding employee appraisals.
  • Direct the work of the civilian personnel employees to ensure deadlines are met.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Top Secret security clearance with access to Sensitive Compartmented Information (SCI) as the individual will be required to access, process, use, and safeguard classified National Defense information.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85.
  • Signing of a DA Form 5019 acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position.
  • Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
  • Position maybe required to travel approximately 25% on official business.
  • Incumbent is subject to no-notice call ins during non-duty hours for crisis action, contingency deployments, and other short notice operations.

Specialized Experience: One year of specialized experience which includes 1. Conduct manpower studies to develop plans to ensure adequate resources are available to achieve mission goals; 2). Assign work to personnel based on level of priority to ensure organizational deadlines are met; and 3). Develop employee performance standards to monitor personnel progress and conduct annual evaluations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
