The Johnston County Tax Administration is currently looking for a full-time Tax Collections Manager.
An employee in this class is responsible for varied collection duties including tax collections accounting, enforced collections and general oversight of collections staff and functions. Work involves significant public contact with property owners, financial institutions, employers, professionals and may involve difficult interactions. The position requires a broad knowledge of the tax department and collection procedures. Employee must exercise independent judgment, discretion, and initiative in completing assignments and handling public contact in situations requiring considerable tact and knowledge of applicable policies, procedures and programs. Work is characterized by its variety, complexity and confidential nature, requiring considerable organizational skills and analytical ability. Work is performed under general supervision of the Tax Administrator and is evaluated on the effectiveness of the program as indicated by annual reports, collection records, annual audits, and reports on the collection function.
Duties and Responsibilities
- Directs the collection of taxes for the County, tourism, fire districts, municipalities, motor vehicles, and other programs
- Performs managerial duties including office and staff oversight
- Evaluates and implements systems and processed for efficient collection and secure handling of funds
- Interprets laws related to collection, explains procedures and legal requirements
- Supervises staff in areas of garnishments, attachments, levies or other enforced collections activities; assists in problem resolution
- Works with attorneys, banks, property owners and others to resolve controversial situations or encounters
- Provides monthly and annual data for departmental reports
- Coordinates the preparation and mailing of the foreclosure letters with the County Attorney
- Directs and oversees the daily bank deposit of all funds received by the Tax Department
- Ensures the processing of bulk tax payments files from mortgage companies and responds to all mortgage related tax questions
- Directs the preparation of a daily report of all tax receipts for the County Finance Department and posting of tax receipts to the County Ledger to ensure daily balancing
- Works closely with County and municipal finance staff to ensure transmission of reports and special data requests
- Directs the request for disbursements of local taxes collected to the municipalities
- Compiles and submits year-end audit information to County and municipal auditors
- Identifies, advises or resolves issues related to systems upgrades, software or clerical issues
- Coordinates work with outside governmental and non-governmental agencies in the performance of registered motor vehicle functions including assessment, exemption, situs, value appeals and refunds
- Ensures customer service functions are performed by collections staff
- Coordinates employee work schedules to ensure appropriate office coverage
- Ensures the professional development of staff
- Maintains a current understanding of ad valorem tax law, collection processes and general accounting
- Performs other duties as needed or directed
Knowledge, Skills and Abilities
- Considerable knowledge of state laws and regulations and county ordinances that apply to property tax collection methods and procedures including real estate foreclosure
- Considerable knowledge of accounting principles and proper cash handling procedures
- Considerable knowledge of the organization and functions of County government
- Ability to plan, coordinate, and participate in the collection of taxes and related work
- Ability to gather, interpret, and communicate information and instructions regarding tax law, departmental policies and procedures relating to collections
- Ability to develop, monitor and maintain systems and processes for accurate accounting and collection of taxes
- Considerable knowledge of various tax and business software programs including but not limited to the County's CAMA collection systems
- Ability to analyze and interpret policies and procedures
- Ability to hire, supervise, develop and evaluate the work of employees
- Ability to operate standard office equipment required by the position including but not limited to computer, printer, copier, scanner, calculator, and telephone
- Ability to multitask, prioritize, and work assigned duties to completion
- Ability to establish and maintain effective working relationships with property owners and their representatives, financial institutions, other county employees, co-workers and supervisors
- Ability to work within and perform duties as part of a team
- Ability to communicate clearly and effectively in verbal and written forms
- Ability to tactfully and courteously deal with citizens, employees, professionals, and other governmental agencies
Physical Requirement
- Must be able to physically perform the basic life operational functions of standing, sitting, climbing, balancing, stooping, kneeling, crouching, crawling, reaching, walking, pushing, pulling, lifting, fingering, feeling, talking, hearing, and repetitive motions
- Must be able to perform light work exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects
- Must possess the visual acuity to read, prepare and analyze data, perform accounting duties, operate a computer and other business machines, and operate a motor vehicle
Desired Education and Experience
- Graduation from an accredited college or university with a degree or concentration in business, accounting, or related field and considerable experience in tax or debt collection, loan office management, or related experience.
- Supervisory experience is preferred. An equivalent combination of education and experience will be considered.
Special Requirements
- Possess or obtain certification as a Deputy Tax Collector from the North Carolina Tax Collectors Association within three years and maintain certification for the tenure of employment
- Possess and maintain a valid North Carolina driver's license with a demonstrated safe driving record
