Summary
The Deputy Chief of Police serves as the second-in-command of the Johnston Community College Police Department and assists the Chief of Police in the administration, leadership, and strategic direction of the department. The Deputy Chief is a sworn North Carolina law enforcement officer who must possess current North Carolina Basic Law Enforcement Training (BLET) certification or be eligible for immediate lateral certification. This position exercises independent judgment in directing police operations, emergency preparedness, criminal investigations, community policing initiatives, accreditation efforts, personnel development, and departmental administration. The Deputy Chief assumes command of the department in the absence of the Chief of Police.Knowledge & Responsibilities
  • Direct daily police operations across all College campuses and facilities.
  • Serve as the commanding officer in the absence of the Chief of Police.
  • Supervise sworn officers, security personnel, and civilian employees.
  • Administer the College's Clery Act compliance program, including crime classification, timely warnings, emergency notifications, annual security reporting, training, and regulatory compliance.
  • Manage criminal investigations, internal administrative investigations, and evidence management.
  • Coordinate emergency response planning, critical incident management, and Incident Command System (ICS) operations.
  • Develop, implement, and enforce departmental policies, procedures, and professional standards.
  • Oversee officer scheduling, deployment, staffing, equipment, and fleet operations.
  • Review reports, arrests, citations, investigations, and use-of-force documentation for quality and compliance.
  • Coordinate training programs ensuring compliance with North Carolina Criminal Justice Education and Training Standards.
  • Represent the department with local, state, and federal law enforcement partners.
  • Assist in budget development, purchasing, grant administration, and capital planning.
  • Oversee departmental technology including CAD/RMS, access control, CCTV, emergency communications, and related systems.
  • Promote community-oriented policing through education, crime prevention, and campus engagement.
  • Perform other duties as assigned.
Supervisory Responsibilities
Directly supervises sworn law enforcement officers, security officers, dispatch or administrative personnel, and other assigned staff. Responsible for hiring recommendations, training, scheduling, performance evaluations, coaching, discipline, and professional development in accordance with college policy.Education Minimum: Associate's degree in Criminal Justice, Public Administration, Emergency Management, or a related field.
 
Education Preferred: Bachelor's degree in Criminal Justice, Public Administration, Homeland Security, Emergency Management, or related field; Master's degree preferred.
 
 Experience Minimum:
 • Five (5) years of progressively responsible sworn law enforcement experience.
 • Current North Carolina BLET certification or eligible for immediate lateral certification.
 • Experience supervising patrol operations, investigations, emergency management, and police administration.
 
Experience Preferred: 
• Three (3) years of supervisory or command experience.
• Campus law enforcement leadership experience.
• Experience administering Clery Act compliance.
• Experience with emergency management, accreditation, grant administration, and public safety technology.Leadership & Communication
 • Demonstrated leadership, ethical decision-making, and organizational management.
 • Excellent written and verbal communication skills.
 
 Law Enforcement Knowledge
• Thorough knowledge of North Carolina General Statutes, constitutional law, criminal investigations, patrol operations, emergency management, ICS/NIMS, evidence management, and police best practices.
 
 Administrative Skills
 • Ability to prepare budgets, analyze crime trends, develop policies, manage projects, and administer regulatory compliance.
 
Computer Skills
 • Proficiency with Microsoft Office, CAD/RMS, CJLEADS, DCI/NCIC, records management systems, and Clery reporting software.
Certificates, Licenses, Registrations
  • Current North Carolina Basic Law Enforcement Training (BLET) Certification or North Carolina General Certification.
  • Current North Carolina Law Enforcement Certification in good standing.
  • Valid North Carolina Driver's License.
Physical Demands
The physical requirements described here are representative of those necessary to successfully perform the essential functions of this position. Regularly required to stand, walk, sit, drive, climb stairs, respond to emergencies, restrain individuals when necessary, wear body armor and duty equipment, qualify with firearms, and occasionally lift up to 50 pounds. Work Environment
Work is performed in office, classroom, and outdoor environments. Duties include patrol operations, emergency response, investigations, special events, and occasional exposure to hazardous situations, inclement weather, and stressful incidents. Position requires availability for evenings, weekends, holidays, and emergency call-back.
