JOB SUMMARY:

The Infection Control Manager (ICM) is responsible for administering, coordinating and monitoring all infection control functions. The job encompasses the roles of coordinator, educator, and consultant and requires effective interpersonal and management skills to motivate employees to carry out the infection control practices of the Hospital. The individual provides guidance to the Occupational Health Manager for issues related to infection prevention and control. The Infection Control Program will be provided in compliance with all regulatory requirements. Serves as the manager of Clinical Quality Services on an interim basis. The ICM must have knowledge of local, state, and federal regulations and CDC and Joint Commission standards. This position has direct interface with hospital staff and the community.

MAJOR JOB RESPONSIBILITIES:

1. Employee demonstrates the knowledge and skills necessary to provide care appropriate to the age of the patients served on his/her unit as indicated by the following:

• Demonstrates ability to assess data reflective of the patient's status and interpret the appropriate information needed to identify each patient's requirements relative to his/her age-specific needs.

• Identifies the physical, motor, sensory, cognitive and psychosocial characteristics for age group(s) served.

• Demonstrates age appropriate communication skills.

• Demonstrates ability to provide the care needed as described in the job description and the department's scope of service for the patient groups under his/her care. Age group(s) served will be one or more of the following: Infant (Birth to 12 months), Child (13 months to 12 years), Adolescent (13 years to 17 years), Adult (18 years to 69 years) or Geriatric (70 years and older).

2. Designs a method of surveillance to accurately detect infections and identify potentially infectious outbreaks by examining current trends.

3. Reviews and compiles nosocomial infections surveillance data and prepares the quarterly report for the Infection Control Committee.

4. Analyzes surveillance data to identify epidemiological variations in the occurrence of disease and develops appropriate measures for prevention and control, independently or in conjunction with the Infection Control Committee as warranted by the situation.

5. Develops and participates in in-service education programs for the prevention and control of infections for all health care workers.

6. Develops and provides orientation classes for all new personnel to discuss the importance of infection control, infection transmission, prevention of infection, and isolation technique.

7. Provides input for the annual mandatory education concerning Bloodborne Pathogens and Tuberculosis.

8. Serves as a consultant and resource person for medical, nursing, and ancillary personnel to increase awareness in disease prevention.

9. Keeps abreast of current infection control trends and practices and recommends changes in current policies and procedures when indicated, and develops standards as necessary.

10. Instructs and advises personnel on proper isolation technique.

11. Serves as a representative on other hospital committees that require regular infection control consultation.

12. Reports infections and communicable diseases to appropriate public health authorities as required and assists in data gathering as necessary.

13. Acts as a liaison between the hospital and the community in infectious disease matters as necessary.

14. Assesses and evaluates new or improved products or procedures and their relationship to infection control in the hospital.

15. Designs or participates in studies to assess potential epidemic situations related to currently used products and equipment.

16. Reviews current infection control practices and policies with the various departments.

17. Recommends improved standards of care when applicable.

18. Develops and/or supervises the implementation of new infection control measures approved by the Infection Control Committee.

19. Participates in the Johns Hopkins Medicine Hospital Epidemiology and Infection Control (HEICS) group and selected state-wide initiatives and collaborative.

20. Develops and revises isolation techniques according to accepted current standards of practice which provide optimum care to patients with infections.

21. Serves as secretary of the Infection Control Committee and other committees as assigned.

22. Handles Infection Control Committee correspondence as needed and distributes agenda, minutes, reports, policies, and procedures as necessary.

23. Performs research as necessary and prepares data for committee review and information.

24. Develops departmental goals and objectives that support the primary functions of the Hospital.

25. Develops departmental policies and procedures and for obtaining appropriate signatures.

26. Secures budget approval for functions under his/her management including all new programs.

27. Assesses patterns of illness, evaluates treatment results, and ensures safe, quality care.

28. Conforms to all policies regarding patient rights and confidentiality.

ADDITIONAL RESPONSIBILITIES:

  1. Performs duties in a manner that is consistent with the hospital’s core values and the language of caring habits.
  2. Attends mandatory departmental meetings, hospital in-services, and continuing education programs to keep informed of new developments affecting hospital initiatives and his/her area of expertise.
  3. Participates on Continuous Improvement Teams as required. Performs tasks necessary for maintenance and improvement of his/her functional area within the department
  4. Maintains effective, timely lines of communication with his/her supervisor and co-workers.
  5. Maintains acceptable attendance and punctuality in order to maximize his/her contribution to the organization in accordance with hospital policy.
  6. Acknowledges his/her ultimate responsibility is to directly or indirectly serve the needs of every patient as defined in the HCGH Mission Statement.

SKILLS & ABILITIES REQUIRED:

  1. Ability to define problems, collect data, establish facts, and draw conclusions. Work requires considerable latitude to decide what work will be required well in advance of the actual activities.
  2. Ability to respond to common inquiries or complaints from customers and regulatory agencies.
  3. Ability to effectively present information to Management groups and interdisciplinary teams.

EDUCATION & EXPERIENCE: 1. Graduate of an accredited school of nursing or a bachelor’s degree in related field.

2. Master’s degree in related field preferred.

3. Two (2) years of experience in Infection Control required.

4. Clinical experience preferred. LICENCES & CERTIFICATIONS: 1. Must maintain current Maryland License if an RN or licensure in a compact state that allows practice in Maryland, or other licensed professional. 2. Certification from the Association for Practitioners in infection preferred.

Salary Range: Minimum 43.93/hour - Maximum 68.09/hour. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility. In cases where the range is displayed as a $0 amount, salary discussions will occur during candidate screening calls, before any subsequent compensation discussion is held between the candidate and any hiring authority.
