Analyst: Human Resources and Personnel Analyst
The Human Resources and Personnel Analyst (HRP Analyst) reports directly to the Chief Financial Officer (CFO) and the Chief Executive Officer (CEO). The HRP Analyst is responsible for general processing of HR paperwork, credentialing, HR policy development and review, development of JMCS operating calendars, and all other HR related duties.
Primary Responsibilities
Personnel Duties
- Post JMCS positions on EdJoin and other employment websites
- Accept and review applications for employment
- Complete credential checks for teacher position applicants
- Complete AB2534 & SB48 prior employment checks
- Prepare interview packets for JMCS leadership
- Schedule and moderate JMCS interviews both virtual and in-person
- Prepare and send out new hire and offer letters
- Assemble, send out, track, and process new employee paperwork
- Act as live scan custodian, collect and monitor JMCS staff TB tests
- Notify JMCS staff of retirement systems; place and process employees into the appropriate retirement system
- Prepare termination and layoff letters, gather and disburse COBRA and other required unemployment information
- Process all other employment paperwork such as change of address, status changes, changes in pay rate, etc.
- Advise the JMCS leadership team on all matters regarding employee paperwork, onboarding, and termination
- Monitor employee sick and vacation time use and balances, coordinate with the JMCS payroll analyst to ensure balances and time used are appropriately accounted for
- Manage employee access to health, dental, vision and life insurance benefits
- Manage employee leaves: FMLA/CFRA, worker’s comp, unpaid leave
- Prepare and update (as needed) position descriptions for all JMCS position categories
HR Training and Investigations
- Coordinate and monitor compliance with JMCS annual HR training including Vector modules
- Track and maintain JMCS staff signatures for the JMCS employee handbook and employee code of conduct
- Receive and review personnel complaints; provide guidance to JMCS leadership as to the appropriate next steps
- Conduct personnel investigations as appropriate and necessary
- Mediate conflicts between JMCS employees as appropriate and necessary
- Advise the JMCS leadership team on all matters of HR training and investigations
Credentials
- Check and maintain JMCS staff credentials, maintain the JMCS staff database
- Monitor JMCS teaching assignments for credential compliance
- Monitor JMCS staff credentials for expiration dates and renewal
- Complete applications for 30-day sub permits, short-term staff permits, provisional internship permits, waivers, extensions by appeal, and emergency CLAD permits
- Assist in the completion and maintain 4465 waivers and other local assignment options
Other Duties as Assigned
The JMCS CEO or CFO may assign other duties to the HRP Analyst as needed.
Qualifications
- Minimum of 5 years experience in an HR-related position, in K-12 education preferred
- Human Resources Certification Institute (HRCI) or Society for Human Resources Management (SHRM) HR professional certification preferred
- Knowledge of CA credentialing process
- Computer and technology literate: specifically Google Suite, Adobe, and Microsoft Office
- Knowledge of applicable laws, codes, regulations, policies and procedures
- Communicate effectively, both orally and in written form
- Work independently and with discretion
Physical Requirements
- Ability to sit or stand for extended periods of time
- Lift, carry, push and/or pull items with a strength factor of light work
- Hear and speak to exchange information in person and on the telephone
Salary and Benefits
This position works 247 days per year. Salary is based on placement on the JMCS Salary Step Schedule H, column 8: Classified Business Services based on experience and years of service ($87,000 to $111,000). Benefits include paid vacation, retirement, health, dental, vision, and life insurance benefits.
