We are seeking an experienced SAP Grants Management (GM) / Public Sector Funds Management (FM) Consultant to support the integration of federal transportation funding requirements into an existing SAP Public Sector environment.
The consultant will focus on aligning SAP GM/FM processes with the funding, compliance, and reporting requirements of the Federal Highway Administration (FHWA). This role requires strong expertise in public sector finance, grant lifecycle management, and SAP configuration for government funding structures.
The objective is to design a compliant, scalable, and transparent funding and reporting model for FHWA-funded programs.

Key Responsibilities
- Assess current SAP Grants Management (GM) and Funds Management (FM / PSM-FM) configuration
- Identify gaps in the existing system related to FHWA funding and compliance requirements
- Develop a future-state roadmap for integrating FHWA grant structures into SAP GM/FM
- Define and design structures for tracking:
- FHWA-funded programs
- Grants, commitments, and expenditures
- Budget allocations and fund utilization
- Align SAP GM/FM processes with public sector budgeting and reporting requirements
- Ensure compliance with FHWA audit, funding, and regulatory reporting standards
- Recommend enhancements in:
- SAP configuration
- Data model design
- Business processes and workflows
- Collaborate with cross-functional stakeholders including:
- Finance
- Budgeting teams
- Transportation and program management teams
- Support workshops, documentation, and solution design sessions
- Strong hands-on experience in SAP Public Sector Management (PSM)
- Expertise in:
- SAP Grants Management (GM)
- SAP Funds Management (FM / PSM-FM)
- Experience working in government or public sector SAP implementations
- Strong understanding of grant lifecycle management and fund accounting
- Experience in budget control, allocations, and expenditure tracking
- Ability to perform system gap analysis and solution design
- Strong communication and stakeholder management skills
- Experience with transportation or federal funding programs (FHWA preferred)
- Knowledge of public sector compliance frameworks and audit processes
- Experience integrating SAP GM/FM with FI/CO modules
- Familiarity with SAP S/4HANA Public Sector solutions
- Exposure to reporting and analytics tools used in government finance
- Experience conducting requirement gathering workshops and process mapping
