IRG Clients is seeking a highly skilled IT Contracting Officer to support enterprise-wide IT contract management, performance monitoring, and procurement compliance. The ideal candidate will have extensive experience managing complex IT procurements, negotiating vendor agreements, and navigating public sector procurement laws. This position requires strong analytical skills, exceptional communication abilities, and deep knowledge of IT contracting, vendor relations, and government procurement processes.
Key Responsibilities
- Lead and manage end-to-end IT procurement activities, including RFPs, RFIs, RFQs, and sole-source justifications.
- Draft, review, and negotiate IT contracts for software licensing, SaaS, cloud services, hardware, and professional services.
- Collaborate with legal, cybersecurity, enterprise architecture, and business teams to ensure accurate and compliant contract terms.
- Ensure adherence to agency procurement statutes, administrative rules, and internal policies.
- Maintain complete and accurate procurement documentation and contract records in state procurement systems.
- Provide training and guidance to stakeholders on IT procurement best practices and contract management procedures.
- Monitor vendor performance, support contract compliance enforcement, and assist in dispute resolution.
- Stay informed on emerging technologies, industry trends, and changes in procurement regulations.
- Bachelor's degree in Business Administration, Public Administration, Information Technology, or a related field.
- 5 years of experience in IT procurement, contract negotiation, or public sector contracting.
- Strong understanding of IT contract types (SaaS, IaaS, perpetual licenses, maintenance/support agreements).
- Familiarity with state or federal procurement processes and regulations.
- Excellent written and verbal communication skills.
- Strong analytical, negotiation, and project management capabilities.
- Professional certifications such as NIGP-CPP, CPPB, CPPO, or NCMA CPCM.
- Prior experience in a centralized procurement environment.
- Understanding of cybersecurity and data privacy requirements within IT contracts.
