Job Summary:
DLA Careers is seeking an IT Project Manager (APPSW) to oversee the implementation of ServiceNow projects. The role involves managing project timelines and budgets, ensuring compliance with performance standards, and facilitating communication among stakeholders.
Responsibilities:
• Provides project management oversight for the implementation of ServiceNow projects.
• Monitors and tracks development projects to ensure platform governance and quality control.
• Supports ServiceNow applications through the use of agile development methodology.
• Ensures that the design, development, deployment, and sustainment of assigned projects adhere to schedules, stay within budget, and meet performance standards as defined by functional and technical stakeholders during project development.
• Verifies assigned projects adhere to all on-boarding tasks to become applications on the ServiceNow Platform. This requires extensive communication and documentation to ensure audit compliance.
• Researches and analyzes complex system schematics and blueprints to resolve configuration and interface challenges between application modules or external system partners, as referred by other systems analysts.
• Addresses fit gap analysis to score level of effort and scale of required configuration and customization for development projects.
• Coordinates and facilitates training efforts to build expertise between stakeholders, including DLA Headquarters, lead site representatives, team leads, and project managers.
• Leads process of developing repeatable automated tasks to move potential projects from conception to production.
• Manages a variety of sequential and concurrent tasks related to all facets of the project including requirements definition, product development, systems support and implementation.
• Delivers customer support, addressing system users’ needs by evaluating the criticality of reported issues, preparing effective responses, and recommending solutions.
• Analyzes current processes to move towards repeatable automated playbooks that can be utilized by enterprise projects in the ServiceNow Platform.
• Coordinates and communicates with stakeholders, including DLA Headquarters, lead site representatives, team leads, and project managers; to propose and implement resolution alternatives that are technically accurate, business-aligned, and achievable within required timeframes.
• Acts as the Contracting Officer Representative (COR) or the Contractor Officer Technical Representative (COTR). Supports and assists the COR or COTR.

• Defense Acquisition Workforce position. Must complete DoD certification and other requirements.
• Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position.
• To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector.
• Recommends effective resolutions to system design and problem issues, balancing trade-offs between system performance, efficiency, customer and business needs, the criticality of the process within the business area, and the technical capabilities of current software and hardware for IT systems.
• Analyzes and evaluates customer user requirements from multiple perspectives, including processes embedded within COTS software and the functionality of electronic components supporting DLA's logistics business operations.
• Ensures application interfaces, extensions, forms, and reports adhere to regulatory requirements governing IT cyber and physical security while aligning with the agency's logistics business processes and operational objectives.
• Tasks related to all facets of the project including requirements definition, product development, systems support and implementation.
• Consults with Senior Project Integrator to resolve project management problems that require the incumbent to apply precedent setting solutions to technology, methodology, policy, and guidance conflicts.
