Job Overview
This position performs responsible supervisory and administrative work directing the operations of the Streets Division, including the maintenance, repair, and construction of City streets, sidewalks, drainage systems, and other public right-of-way infrastructure. The position plans and coordinates work, supervises staff, manages division budgets, and ensures compliance with applicable federal, state, and local regulations.
Essential Duties And Responsibilities
NOTE: Employee may be required to respond to a disaster, either natural or man-made, to serve the citizens of Statesville and meet the needs of the organization, which may result in the assignment of other duties and take precedence over duties described in this job description. Directs and oversees the maintenance, repair, and construction of streets, sidewalks, curbs, gutters, and bridges.
Establishes division work programs and operational priorities; coordinates implementation with division crew supervisors and other departments and reviews work progress and scheduling to ensure timely completion of projects.
Implements the Streets Division’s goals, aims, and objectives and develops and implements operational standards and procedures for division programs.
Supervises division personnel by evaluating work performance, providing coaching and training, administering corrective action when necessary, and reviewing and approving employee payroll, time, and leave records for accuracy and compliance with City policies.
Ensures compliance with all applicable federal, state, and local regulations, including OSHA, NCDOT standards, MUTCD requirements, and ADA accessibility standards.
Prepares the Streets Division annual operating budget, submits it to the Public Works Director for review and approval, and monitors expenditures to ensure operations remain within approved budget limits.
Investigates citizen complaints regarding street and sidewalk conditions, drainage concerns, and other right-of-way infrastructure issues and ensures appropriate follow-up and resolution.
Coordinates work performed by contractors within the public right-of-way, compiles cost estimates for street and sidewalk projects, and provides technical information to contractors and consultants for proposed construction.
Evaluates the condition and needs of the existing street system, identifies areas requiring rehabilitation or replacement, and prepares information related to future expansions or improvements to street-related infrastructure.
Conducts field inspections of street projects, coordinates necessary changes with crew supervisors, and establishes specifications for supplies, materials, and equipment used in the Streets Division.
Assists in developing and updating policies, procedures, and operational standards for street-related programs and directs the preparation and maintenance of division records and reports.
Researches industry best practices and participates in professional development related to street maintenance and construction; participates in emergency response operations including storm response, debris removal, and other disaster-related activities as assigned.
Performs other duties as assigned.
Minimum Requirements
Education and/or Experience
High School diploma or GED.
Three (3) years of progressively responsible experience in street maintenance, construction, public works, or similar maintenance-related work.
Six (6) years of supervisory experience overseeing staff, crews, or work operations.
Requirements
Possession of a valid North Carolina driver’s license, or any valid driver’s license with ability to obtain a North Carolina driver’s license within 60 days of establishing a permanent residence in North Carolina.
Possession of a valid NC Class B commercial driver’s license (CDL B) or ability to obtain within 6 months of hire date.
Must live within 45 minutes of Statesville for prompt response time in the event of an emergency.
