PRE-EMPLOYMENT REQUIREMENT


The successful new hire or rehired candidate will be responsible to complete and incur the fingerprinting and processing fee of $54.50 through an appropriate fingerprinting vendor and the Colorado Bureau of Investigation, within 48 hours of offer acceptance.

RESPONSIBILITIES


SUMMARY: Instruct and certify District School Bus Drivers and Transportation Paraprofessionals in all phases of classroom and road training.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

Schedule, coordinate, create training materials, and provide comprehensive classroom instruction, including Zonar training and program use, pre-trip training, accident retraining, Bussing on the Lookout (Truckers against Trafficking), Entry Level Driver Training, Map21, First Aid, and other training duties as assigned.

Coordinate and provide on-the-road training, defensive driving, downtown training, driver shadows, chain training, adverse weather, mountain training, and small vehicle training.

Instruct school bus drivers and transportation paraprofessionals in the proper and safe use and care of transportation equipment. Instruct employees on proper management of passenger behavior for safety and all applicable rules, regulations, and laws using prescribed instructional methods and techniques. Coordinate and instruct Special Education (SPED) equipment training, and SPED behavior management methods and techniques.

Administer on-the-road and written examinations for school bus drivers, including Colorado Department of Education (CDE) examinations and state licensing of Commercial Driver's License (CDL) drivers. Administer yearly handbook test for drivers/assistants.

Measure and maintain CDL skills course to American Association of Motor Vehicles Administrators (AAMVA) standards.

Schedule and perform comprehensive school bus driver, transportation paraprofessional, and route assessment to identify and recommend training and/or route changes including assessing railroad crossings.

Conduct new hire interviews, evaluate skills of trainees and make recommendations concerning their continued employment including ride checks for drivers/ assistants, and staff. Identify and coordinate training needs for drivers and transportation Paraprofessional.

Drive school bus when necessary.

Perform training functions for other departments, District locations, and other school districts when required. Includes CDL testing and training; ride assessments and mountain training; special education training; and small vehicle training for district personnel.

Authorize, track expiration dates, and endorse CDE and Federal Department of Transportation credentials.

Represent the District at internal meetings, programs, CDL Compliance seminars, Colorado State Pupil Transportation Association (CSPTA)/CDE Committees, and CDE workshops.

Assist in developing, writing, and maintaining employee handbooks, departmental newsletters, training curriculum, and lesson plans for in-service development. Assist in developing and maintaining visual aids and video tapes for instructional purposes.

Evaluate and amend training practices, materials or training content, as needed.

Prepare and submit all necessary records including bus safety cost reports in a timely and acceptable manner. Keep accurate data for safe driving hours and hours of service and track safe employee award qualification.

Prepare all documents for accurate and compliant recordkeeping. Prepare training documentation and submit training records of new hires in a timely manner to Federal and State entities prior to scheduling CDL tests. Internally audit CDL testing score sheets for accuracy and maintain testing files per CDL Compliance standards.

Coordinate and implement school bus safety programs for students at schools.

Investigate accidents, public concerns/complaints including parent phone calls, and school staff concerns. Complete student write ups when necessary.

Assign, inventory, and maintain SPED equipment. Replace and properly dispose of equipment as necessary when it is at the end of the life cycle.

Perform bus inspections. Completing scratch and dent form as necessary.

Monitor radio and phone communications. Monitor driver Zonar pre-trips times and driving speeds.

Promote, recruit, plan, and fundraise for special events.

Perform other duties as assigned.

EDUCATION AND TRAINING: High school diploma/GED required.

EXPERIENCE: 2 years' experience in driving a school bus.

SKILLS, KNOWLEDGE, & EQUIPMENT: Behavioral management skills. Skills and experience with dealing with children with and without special needs. Operating knowledge of and experience with school buses and special needs assistance devices. Operating knowledge of computer and office/classroom equipment preferred at hire. Must pass written skills test and demonstrate teaching skills prior to hire.

CERTIFICATES, LICENSES, & REGISTRATIONS: Valid Colorado driver's license and BP2S license. Must pass District Pre-Employment physical. Required within three months after hire: Department of Transportation Third Party Tester certification, Standard First Aid Instructor certification, and CPR Instructor certification. Required within 12 months after hire: certification to teach Supervisory Classes on Drug and Alcohol. Required to become a State certified trainer and to register as a certified trainer on the Federal Trainer Provider Registry. Must obtain Entry-Level Driver Training (ELDT) knowledge and behind the wheel certifications.

Person with a job required CDL are subject to random drug screenings, and must meet all Federal Motor Carrier Safety Administration Drug & Alcohol Clearinghouse requirements. This may include registering with the Clearinghouse and consenting for the City to perform a limited and/or full query as defined by the FMCSA Drug & Alcohol Clearinghouse.

SUPERVISION/TECHNICAL RESPONSIBILITY: Participates in interviewing and hiring, and responsible for training, appraising performance, and providing information to management for disciplinary situations for Bus Driver Trainees, Paraprofessionals, and Bus Driver/Trainers and Bus Assistants. Position serves as a technical resource throughout the District, by training individuals on proper operation of school buses and related equipment, and ensuring required certifications are met.

CONTACTS: Daily contact with persons within the department to negotiate controversial or confidential matters, and with persons outside department, students, parents, and the public to resolve problems or negotiate matters. Weekly contact with Dennison Elementary and Jeffco Stadium; Motorcycle Safety classes; Arapahoe Community College; State Patrol; Master Drive; Operation LifeSaver; and other organizations using training property to resolve problems or negotiate matters. Monthly contact with vendors/suppliers to maintain relationships, and with applicants to furnish or obtain information. Occasional contact with CDE and CDL Compliance.

SAFETY TO SELF AND OTHERS: High exposure to self to disease due to handling bodily fluids on the buses, and to repetitive motion due to steering, sitting, and securing. Medium exposure to self to bruises and cuts due to falling and equipment use; and to trainees if improperly use/demonstrate equipment. Medium exposure to self to hernia due to lifting/pushing wheelchairs and chains. Low exposure to chemical and heat burns to self and trainees by improperly handling batteries, radiator fluid, and engine heaters. Low exposure to self and passengers to loss of limb/sight, disfigurement, fatality, and fractured bones due to accidents. Low exposure to self to fractured bones due to falling. Due to training responsibilities with this position, failure to train drivers accurately and thoroughly could lead to the drivers making harmful or fatal errors while transporting students.

The employee must frequently lift and/or move up to 50 pounds. WORK ENVIRONMENT: While performing the duties of this job, the employee is regularly exposed to moving mechanical parts, fumes or airborne particles, outside weather conditions; and vibration. The employee is occasionally exposed to wet and/or humid conditions; extreme weather conditions; high, precarious places; toxic or caustic chemicals; and risk of electrical shock. The noise level in the work environment is usually very loud.

MENTAL FUNCTIONS: While performing the duties of this job, the employee is regularly required to analyze, communicate, coordinate, instruct, synthesize, evaluate, use interpersonal skills, and compile. The employee is frequently required to compare, copy, compute, and negotiate.

JUDGMENT AND DECISION MAKING: Work is assigned by Supervisor, Transportation Training, and Director. This position requires application of Federal and State Driver's Handbook and Colorado Department of Education, District, Board, and Department policies, procedures, and laws to properly train individuals to drive buses safely and to properly assess drivers' performances on the road. Decision-making requires collaboration with Managers, State Patrol, Police Departments, other school districts, Trainers, and Training Supervisors. Errors in decision-making could lead to improperly training School Bus Drivers, possibly resulting in a citation, accident, fatality, and/or subsequent financial impact on the District. Trainers are accountable for public safety. Additionally, a person in this position has a similar impact when required to drive bus routes himself/herself. Supervisor is involved only with major decisions.

DIVERSITY OF DUTIES: Duties require cross training in training, student management, mechanics, assessing performance, and State/Federal laws and regulations. Responsibilities cross over into other District areas on a daily basis.
