What are the responsibilities and job description for the Coordinating Engineer position at Jeffco Public Schools?
SUMMARY Develop and supervise implementation of commissioning program for dynamic systems (HVAC, building controls, electrical, plumbing, temperature control) in new and retrofit projects associated with Capital projects and maintenance work. Provide design and maintenance engineering services for the Facility Services' staff on existing dynamic systems and on all matters related to design, construction, start-up and commissioning of new construction and renovation projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Commissioning: Coordinate the verification and performance of existing and new systems through close involvement with the commissioning plans; commissioning schedules; start-up Checklists; pre-functional test procedures; functional testing; documentation; operation and maintenance; and problem resolution,
Facilities Services: Design and estimate assigned work orders defined as unusual or complex problems needing engineering expertise. Assist with engineering design and coordinate actions with equipment and services furnished by Facilities Services.
Provide technical review of heating, ventilation, air conditioning, and plumbing systems designed by outside consultants.
Serve as a resource for the review and analysis of problems in existing mechanical systems. Define solutions and design or contract with outside consultant for engineering services.
Act as technical resource for mechanical systems, heating, ventilating, temperature controls, air conditioning, plumbing, utilities, energy efficiency, and system definitions.
Be familiar with, interpret, and insure compliance with District technical specification, governing mechanical systems and control systems.
Update District Technical Specifications on a continuous basis.
Provide public relations and conflict avoidance over personnel complaints regarding HVAC system performance.
Define scope of work for projects. Meet with school staff, Facilities Services, Architects, and Engineers to coordinate needs and establish priorities. Review archives and survey faculties.
Assist in value engineering of cost reduction measures to maintain construction budgets.
Participate in the selection of design consultants and contractors. Negotiate consultant fees and write contracts.
Perform project management duties as needed for smaller mechanical projects.
Perform other duties as assigned.

EXPERIENCE 7 years' experience in mechanical design engineering, including 3 years' experience in facilities engineering.

CERTIFICATES, LICENSES, REGISTRATIONS Valid Colorado drivers' license, Professional Engineering Registration preferred.
SKILLS, KNOWLEDGE, & EQUIPMENT Knowledge of and experience with mechanical engineering or related education, with experience in field installation and temperature controls. Technical writing skills using the computer. Basic computer, MicroSoft Word, Excel spreadsheet development and analysis, and field testing equipment (e.g., temperature, pressure, voltage, amperage, RPM, air flow, and data loggers/recorders) skills. Project estimating, project management, supervision, and financial/budget management.
DECISION MAKING Requires detailed analysis and application of technical/engineering knowledge to thoroughly analyze equipment/project design to ensure appropriateness, safety, cost, and functionality expectations are met during the project development and construction phase. Errors in decision making could lead to increased maintenance and energy costs and embarrassment to the District.
COMMUNITY RELATIONS Daily contact with classified staff within department and professional staff outside department to resolve routine problems and corrections, and with classified staff outside department and professional staff within department to furnish information. Weekly contact with administrative leadership team to furnish information, and with vendors/contractors to resolve routine corrections or adjustments. Monthly contact with citizen committees and the general public to furnish information, and with public agencies to resolve routine corrections or adjustments.
SPAN OF CONTROL This position has no supervisory responsibilities of employees but will require management of outside vendors and consultants.
EDUCATIONAL DELIVERY Support the schools and students by guaranteeing the highest quality installation commensurate with the District's expenditures to support a safe and comfortable learning environment. Provide support services for Facilities Services and direct services for Construction Management and Facility Planning and Development.
COMPLEXITY OF WORK Supervisor assigns individual to a Project Team as needed. Requires interpretation of facts, application of technical knowledge, independent thinking and judgment, and strong communications skills to produce accurate technical designs, recommendations, and/or corrective actions. Work is guided by professional codes (e.g., ASME, NEC, NFPA, UBC, UFC, UMC, UPC), regulations (CDH, EPA, OSHA), and standards (ARI, ASHRAE).
