SUMMARY Support district-wide financial planning, capital monitoring, and treasury activities. Conduct complex financial planning and analysis activities; including capital monitoring, planning, reporting, and recording district-wide financial and treasury information. Analyze financial performance, prepare forecasts, and provide in-depth financial reports to inform strategic decision-making. Provide Budget department with annual and multi-year capital planning/forecasting details and presentations; and continuously monitor and report on capital expenditures and cash flow to ensure optimal financial performance. Collaborate closely with various departments, including facilities and planning, to align capital project timelines and strategies with cash and capital planning to meet district needs.

Maintain multi-year capital expenditure forecasts for various funds during the annual budget process.
Prepare and present financial analysis and reports related to capital financial management and treasury activities.
Perform and maintain monthly/quarterly cash flow analysis and capital reserve fund activities; and assist in preparing the district's quarterly financial reporting packages, including cash activity, investments, and capital expenditures.
Analyze financial activity and indicators to support decision-making, including preparing presentations to the Board of Education.
Support the preparation of the annual Mill Levy Certification for the County Assessor's Office.
Hold meetings with key stakeholders to ensure accurate forecasts for cash draws and project budgets.
Maintain and create appropriate accounting strings in the General Ledger for capital assets and projects.
Act as a resource and driver for district opportunities to issue debt through bond issuance and/or Certificates of Participation (COPs).
Monitor expenditures under existing and future bond issuances.
Reconcile construction payments and capital project expenses with key stakeholders.
Track and report the status of capital asset acquisition and disposal, specifically related to property and buildings.
Assist capital asset committee by providing information, collecting data, and reporting on committee data needs.
Provide support for the annual audit for Capital Reserve Fund.
Back up the Financial Specialist in maintaining district access and security with banks and financial advisors, and support daily cash management activities and district-wide financing initiatives.

EXPERIENCE 3 years of professional experience in accounting, capital project management, and financial forecasting, preferably working for a government/public sector employer.
EDUCATION & TRAINING Bachelor's Degree required. Preferred field of study of accounting, business, or related field. Additional years of experience in lieu of degree may be considered.

KNOWLEDGE, SKILLS AND ABILITIES KNOWLEDGE, SKILLS AND ABILITIES Ability to analyze financial statements, cash flows, and other financial data to assess the financial health and performance of a company. Proficiency in building and using financial models to forecast future performance; assess investment opportunities; and make strategic decisions. Understanding of accounting principles and practices, including GAAP (Generally Accepted Accounting Principles) and financial reporting standards. Commitment to ethical conduct and integrity in financial analysis, reporting, and decision-making processes; including adherence to regulatory requirements and company policies. Strong proficiency in Microsoft Excel, including advanced functions such as VLOOKUP, pivot tables, and macros, for data analysis and financial modeling. Strong written and verbal communication skills to effectively communicate financial analysis, findings, and recommendations to stakeholders, including senior management and investors.

Salary : $77,946 - $93,376
