Position Overview
We are seeking a strategic and hands-on Purchasing Manager to lead and modernize our procurement operations. This role will play a critical part in transitioning the department into a high-performing, NetSuite-driven Procure-to-Pay (P2P) environment.
The ideal candidate is a player-coach—someone who can execute complex system tasks while providing strategic oversight of sourcing, contracting, and vendor management. This position ensures that all purchasing activities are cost-effective, compliant, and aligned with agency budgets and regulatory requirements.
Key Responsibilities
NetSuite System Leadership
- Serve as the functional lead for the NetSuite Purchasing module
- Oversee requisition-to-PO processes, ensuring accurate GL coding and budget alignment
- Identify and resolve workflow inefficiencies to improve processing timelines and support Accounts Payable
Strategic Sourcing & Procurement
- Lead competitive bidding processes for high-value goods and services
- Develop and manage RFPs, including vendor evaluation and cost analysis
- Ensure procurement practices meet federal, state, and city audit standards
Vendor & Contract Management
- Maintain vendor records, ensuring compliance documentation (W-9s, COIs) is current
- Track contract terms, renewals, and re-bid timelines
- Ensure adherence to negotiated pricing and contractual agreements
Financial Oversight & Compliance
- Oversee reconciliation of open purchase orders and manage true-up processes
- Strengthen internal controls and support audit readiness
- Provide regular reporting on spend analytics, cost savings, and procurement performance
Qualifications
- Bachelor’s degree in Business Administration, Finance, or related field
- 5 years of procurement or purchasing experience
- Strong experience in nonprofit, government-funded, or highly regulated environments
- Advanced proficiency in NetSuite (required)
- Experience with NetSuite procurement and fixed asset modules
- Background in implementing or optimizing Procure-to-Pay systems
