Qualifications:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for the GS-1750, Professional and Scientific Positions.

BASIC REQUIREMENT: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must include study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology; (2) Instructional design practices (3) Educational evaluation (4) Instructional product OR (5) Computers in education and training. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours. NOTE: You must submit a copy of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: Applicant must have one (1) year of specialized experience for GS-1750-12 which includes advanced knowledge of a wide range of professional concepts, principles, methods, techniques, and practices of one or more specialties of the instructional systems field as well as of learning theory, gained through extended study, experience, and maintained currency with developing trends in the field of learning. Comprehensive knowledge of a wide variety of instructional development methods sufficient to conduct analysis to determine the requirements for revision of existing instructional systems or development of new training programs. This definition of specialized experience is typical of work performed at the GS-11 grade/level position or equivalent in the federal service.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of training development and management.

2. Knowledge of safety and security regulations, practices, and procedures.

3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing.

4. Knowledge of instructional design and materials development. Knowledge of training resources programs, principles, and policies.

5. Knowledge of personnel management policies, practices, and procedures including the ability to adjust work operations to meet emergencies; the ability to change program and production requirements within available resources and with minimum sacrifice of quantity of work; and ability to establish program objectives or performance goals and assess progress toward their achievement.

6. Ability to make sound decisions regarding unorthodox training approaches to support in-time readiness training.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

SUMMARY:
The primary purpose of this position is: To be the single point of contact for designing, developing, and evaluating Air Force Medical Services (AFMS Readiness training courses, instructional materials, and measurement devices through the analysis of educational or instructional problems or questions. Serves as Medical Readiness and Faculty Development Training Flight Chief of the 59 Training Support Squadron, Medical Readiness Training Campus. Responsible for supervising, planning, directing, organizing, and exercising control over subordinate employee(s) assigned to the AFMS Training Development element. Provides technical and administrative supervision to the limited number of staff (typically less than five positions with at least one civilian) in the AFMS Training Development element, duties requiring less than 25% of work time.

DUTIES:
  • Plans, organizes, and oversees training development, design, delivery, and execution training provided by the 59th Training Support Squadron (TRSS), Medical Readiness Training Center (MRTC)
  • Exercises supervisory personnel management responsibilities
  • Represents 59 TRSS MRTC and AFMS Readiness leaders, with a variety of installation and functional area organizations.
  • Manages the development of training programs. Directs the planning, development or revision of the content, organization, style, format, emphasis, and treatment of instructional materials to meet educational standards for medical readiness and faculty development training.
  • Manages all programming actions associated with MRTC courses.
