What are the responsibilities and job description for the Planning and Zoning Coordinator position at Jasper County?
POSITION SUMMARY:
This position is responsible for assisting with administering the county’s zoning ordinances and monitoring development within the county to ensure compliance with building codes and regulations.
MAJOR DUTIES:
- Answers telephone and greets customers.
- Receives and responds to inquiries, concerns, complaints, and requests for assistance regarding planning and zoning issues.
- Reviews and issues zoning permits, zoning certificates and zoning letters as requested.
- Administers and enforces the county zoning ordinance and land development regulations.
- Verifies flood zones for permitting and provides flood zone determinations.
- Maintains records required by the Federal Emergency Management Agency, including elevation certificates, letters of map amendments, and permits of structures built in flood zones.
- Meets with engineers, developers, contractors, and property owners to discuss zoning issues as requested.
- Coordinates efforts with building inspection and licensing and permitting staff to ensure compliance with zoning regulations.
- Research archived files as needed to respond to Freedom of Information Request.
- Attends meetings of the Planning Commission Meeting and Board of Zoning Appeals, records and transcribes minutes of the meetings.
- Assists with preparation of staff reports, agendas, and meeting packets for the Planning Commission and Board of Zoning Appeals.
- Writes, posts, and disseminates legal notices to ensure due process of development.
- Assist with editing Zoning Ordinance and Land Development Regulations as needed.
- Attends training classes, seminars, and conferences to maintain required certification.
- Performs administrative and clerical duties as needed, including preparing monthly and annual reports, providing correspondence, copying and filing documents, and entering and retrieving computer data.
- Performs other related duties as assigned.
KNOWLEDGE REQUIRED:
- Knowledge of applicable federal, state, and local laws and ordinances.
- Knowledge of the county zoning ordinance and land development regulations.
- Knowledge of department policies and procedures.
- Knowledge of the geography of the county, including street and road systems, landmarks, and bodies of water.
- Knowledge of building codes related to zoning issues.
- Skill in operating a computer, calculator, facsimile machine, copier, and postage machine.
- Skill in reading maps and reviewing site plans.
- Skill in basic mathematical calculations.
- Skill in using a camera.
- Skill in operating a motor vehicle.
- Skill in oral and written communication.
- Skill in dealing with the public.
- Skill in interpersonal relations.
MINIMUM QUALIFICATIONS:
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
- Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years’ experience or service.
- Possession of or ability to readily obtain a valid driver’s license issued by the employee’s State of residence for the type of vehicle or equipment operated.
PHYSICAL DEMANDS:
The work is typically performed while sitting, standing, or walking. The employee frequently lifts light objects, climbs ladders, and distinguishes.
WORK ENVIRONMENT:
This work is performed in an office and occasionally outdoors when conducting inspections.
