POSITION SUMMARY: The purpose of this position is to direct the daily operations of Animal Services, the annual budget and formulate creative strategies for major gifts to assist those in need. Represent the County on matters concerning state and local animal laws, services, and animal shelter operations. Ensure public safety for citizens and pets. This class formulates long-range goals for the organization, develop policy and position papers and negotiates with the chief administrative officer and/or elected officials.
ESSENTIAL FUNCTIONS:
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
MAJOR DUTIES:
· Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
· Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
· Directs programs, projects, and activities to achieve short- and long-range goals and objectives of the strategic plan.
· Prepares annual budget for the department.
· Determines departmental policies and planning long term programs.
· Compiles reports and statistics and ensures compliance with local, state, and federal laws and guidelines.
· Prepares memoranda and non-routine correspondence.
· Plans, guides and directs the research, analysis and preparation of specialized or technical reports in assigned areas of responsibility.
· Conveys assignments to various organizational units.
· Responds to complaints and inquiries from the public, and resolves problems and concerns.
· Represents the department to the public.
· Performs related work as assigned.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
· Requires Bachelor’s degree or education and training equivalent to four years of college education in business, liberal arts, or any field other than engineering or the hard sciences.
· Senior-level leadership experience within an Animal Care & Control facility, including demonstrated experience collaborating with organizational, political, and community leaders, as well as frontline staff. A minimum of four to eight years of related experience or an equivalent combination of education, training, and experience is required.
· A minimum of five years’ experience is required in a leadership role within an animal care and control department of comparable size and complexity. Alternatively, at least five years of leadership experience in the nonprofit sector is acceptable, with a preference for candidates with animal welfare experience.
PHYSICAL DEMANDS:
Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or considerable skill, adeptness and speed in the use of the fingers, hands or limbs in tasks involving close tolerances or limits of accuracy.
UNAVOIDABLE HAZARDS (WORK ENVIRONMENT):

SPECIAL CERTIFICATIONS AND LICENSES:
· DEA Controlled Drugs License.
· FEMA Disaster Preparedness Certification.
· ACO I & 2 Animal Control Certification.
· Must possess and maintain a valid state driver’s license with an acceptable driving history.
· Completion of Emergency Preparedness training to include, but not limited to FEMA ISC 100, 200, 700 and 800 and others as required by department staff.
· Must possess or obtain Euthanasia Certification within one year of hire.
