GENERAL SUMMARY
Promote, develop and oversee all aspects of Self-Direction Services through the Office of People with Developmental Disabilities. Oversee the delivery of service, supervision of staff and compliance with OPWDD regulations. This position is responsible for service delivery both in local communities and across New York State.
COMPANY STANDARDS
- Maintains regular attendance and punctuality in order to provide ensure quality services to individuals served and to act as a positive role model for employees. This position operates within a hybrid work environment, with work performed both onsite at assigned physical service locations and remotely, based on operational needs and job responsibilities.
- Follows and ensures that all employees and individuals follow all safety rules and regulations, including wearing/using required personal protective equipment while working. Immediately addresses and reports any safety concerns or unsafe working conditions to the Executive Director of Services or the Safety Officer.
- Ensures that all aspects of Self-Direction Services are in compliance with the JM Murray mission statement, policies and procedures, professional standards, and applicable governmental laws, rules and regulations.
- Demonstrates both personal accountability and the development of confidence and accountability of employees, to ensure that day-to-day issues and concerns are responded to and resolved in a timely manner.
ESSENTIAL FUNCTIONS
- Coordinates and maintains workloads and work assignments for the Self Direction department, ensuring that all areas of Self-Directed Services are being provided and addressed.
- Through oversight and direct supervision of the department, ensures that consumer hired employees, once they complete their new hire orientation, are properly trained and begin their work assignments for their consumer employer in a timely manner.
- Back up to the Self-Directed and FI staff who attend Life Plan meetings for individuals served and for the completion of required Staff Actions Plans and documentation. Ensures follow up and completion of all required documentation regarding the services provided to each individual, as required by meeting outcomes.
- Maintains a high level of communication with families and individuals served, Support Brokers, Care Managers, and FI staff. A coordinated workflow with proper back up training will be maintained on an ongoing basis among the department, using a team orientated approach to ensure timely and effective services.
- Ensures the work hours of employees is monitored on an ongoing basis. Ensures follow up on all employees who are not working regular hours, or who are working outside of the hours they were hired for; communicates work status changes of employees to the HR Department in a timely manner.
- Oversees the intake activities for Self-Direction Services. Ensures that all required documentation is received, budgets are approved, and that services commence as soon as individuals are ready and approved to receive them.
- Ensures follow up and timely response on all compliance audit findings to the Compliance Department.
- Ensures quality service delivery by all consumer hired employees, Fiscal Intermediary Staff, and Support Brokers to ensure timely and compliant documentation is received for billing, and that records and documentation meet regulations and departmental policies.
- Ensures/completes billing for all services provided, within established JM Murray timeframe.
- Ensures accurate and complete records of services through the JM Murray Electronic Medical Record (EMR), and through the efficient use of equipment such as a computer, laptop, and/or a tablet. This includes ensuring that all employees are completing documentation within the assigned timeframe for billing purposes.
- Responds to reported incidents and investigations by ensuring the appropriate safeguards are immediately implemented and communicated and promptly follows up on all investigation recommendations.
- Reviews timecards for assigned employees according to the JMM payroll schedule. Approves timecards according to JM Murray policies and procedures.
- Provides ongoing feedback, coaching, and supervision to employees regarding job performance and service delivery. Completes performance reviews for assigned employees in a timely manner, according to established review schedules.
- Assists with hiring of staff necessary to provide services, ensuring that the most qualified applicants are selected for open positions. Participates in the decision making process regarding employees who require disciplinary actions and/or terminations.
- Attends all required and requested training and meetings. Conducts training specific to departmental needs. Ensures assigned staff are scheduled for required training and that they complete and maintain all required training and certifications.
- Obtains and maintains OPWDD Support Broker authorization.
- Assists the VP of Services with program development and service expansion. Participates in the annual budget process for Self-Direction Services.
- As assigned, represents JM Murray as a representative on local and regional committees.
- Conducts self in a manner as to always contribute to maximum individual growth and in accordance with all regulations, the Code of Ethics and Company policy and procedures. Represents JM Murray and the JM Murray mission in a positive manner, treating people with respect and dignity.

EDUCATION and EXPERIENCE
Bachelor’s Degree in human services, psychology or related field preferred;
Must have 3-5 years of experience in coordinating services for individuals with disabilities and at least 2 years of experience in supervising others.
Knowledge of Self Direction programs and Community Habilitation
OPWDD Authorized Support Broker preferred
KNOWLEDGE and SKILLS
Must have excellent organizational and coordination skills to manage service delivery among large numbers of consumers and employees and in multiple regions throughout New York State
Excellent written communication skills
Efficient use of technology and software, including Microsoft Office (Word, Excel) and Databases
Highly organized, attention to detail, and ability to prioritize
Flexibility to adjust to changes in schedules, assignments, and needs of individuals served
OTHER REQUIREMENTS
Requires a valid NYS Driver’s License that meets Company standards; requires proof of NYS Insurance coverage.
Requires clearance through a Background Check process that will include, but is not limited to, clearance through the NYS Justice Center, the Office of People with Developmental Disabilities (OPWDD), the NYS Office of Child and Family Services, and the NYS Department of Motor Vehicles.
WORKING CONDITIONS
Job assignments may take place indoors and outdoors and require travel to various community locations, in various environmental conditions including rain, snow and cold weather.
