Project Manager
Position Overview
IvoryCloud is seeking an experienced Project Manager to support a Department of Defense customer located in the Washington, DC/Virginia area. This position would be responsible for the planning, execution, oversight, and delivery of initiatives within an enterprise system that is the authoritative information system supporting global security cooperation activities, requiring disciplined planning, strong stakeholder coordination, and consistent delivery of enhancements and operational support.
The Project Manager will oversee day-to-day project activities, manage cross-functional Agile teams, ensure alignment with mission objectives, maintain schedule and performance baselines, and support stakeholder engagement across the organization and its partner organizations.
Clearance and Citizenship
This positions requires U.S. Citizenship and an active DOD SECRET Clearance. This is different from being eligible to work in the United States or eligible to be SECRET cleared.
Key Responsibilities
· Lead project planning, scheduling, and execution activities for in production sustainment and new enhancement development, including system initiatives, enhancements, and operational support tasks.
· Develop and maintain project plans, roadmaps, schedules, risk registers, and communication plans.
· Ensure project scope, schedule, cost, and quality objectives are met in accordance with organizational standards.
· Lead Agile ceremonies including sprint planning, backlog refinement, standups, retrospectives, and release planning.
· Coordinate work across cross-functional teams including engineering, UI/UX, product management, cybersecurity, testing, and operations.
· Ensure work items are well-defined, prioritized, understood, and delivered according to plan.
· Serve as the primary point of contact for project status, issues, risks, decisions, and stakeholder updates.
· Facilitate communication between leadership, government personnel, program managers, and technical teams.
· Prepare executive-level briefings, dashboards, and reports for leadership and governance reviews.
· Proactively identify risks, dependencies, and blockers; lead mitigation planning and escalation when needed.
· Manage change requests, scope adjustments, and resource impacts in collaboration with technical and program stakeholders.
· Ensure documentation and traceability in accordance with project governance processes.
· Ensure deliverables meet quality standards, acceptance criteria, and compliance requirements.
· Support test planning, user acceptance testing, deployment coordination, and post-release validation.
· Track performance metrics and KPIs to drive continuous improvement across project teams.
· Ensure initiatives are aligned with organization’s mission, strategic objectives, and enterprise architecture.
· Support strategic planning activities, roadmap development, and prioritization of near-term and long-term project needs.
Required Qualifications
· Project Management Professional (PMP) Certification
· Ten (10) or more years of experience with the DOD managing Agile projects, coordinating sprint teams, and supporting iterative delivery.
· Experience managing cross-functionalteams including engineers, analysts, designers, and product staff.
· Proven ability to communicate effectively with diverse technical and non-technical stakeholders at all organizational levels.
· Experience with project planning tools, such as Jira, Azure DevOps, MS Project, or other.
· Knowledge of system development lifecycle (SDLC) processes, DevSecOps practices, and IT governance frameworks.
Preferred Qualifications
· Experience supporting DOD IT programs serving Security Cooperation missions.
· Certified Scrum Master (CSM), SAFe Agilist, or other relevant certifications.
· Experience managing system integrations, data migration efforts, or modernization initiatives.
· Familiarity with DoD cybersecurity requirements, RMF processes, and compliance standards.
· Experience preparing executive briefings and reporting for senior government leadership.
· Understanding of security cooperation processes, case management workflows, or mission-enabling federal systems.
Education Requirement
Bachelor’s degree in Computer Science, Information Systems Technology, or Information Technology Preferred.

Pay: $155,000.00 - $180,000.00 per year
