Period of Performance: 12 months

POSITION OVERVIEW

PM America is seeking a highly qualified, analytical, and mission-driven Mid-Level Strategic Capital Planner to deliver comprehensive IT governance, portfolio management, and compliance support for the Centers for Disease Control and Prevention (CDC), Office of Public Health Data, Surveillance, and Technology (OPHDST).

The successful candidate will act as a trusted advisor to Federal Investment Managers, guiding high-visibility, major IT investments—including BioSense, the National Electronic Disease Surveillance System (NEDSS), and the One CDC Data Platform (1CDP)—through complex federal governance lifecycles. This position requires an expert blend of financial acumen, technical framework understanding, and executive communication skills to ensure 100% compliance with OMB, FITARA, and HHS mandates.

KEY RESPONSIBILITIES & DUTIES

1. IT Governance & EPLC Execution

  • Facilitate, manage, and coordinate the Department of Health and Human Services (HHS) Enterprise Performance Life Cycle (EPLC) framework across the Detect and Monitor, Platforms, and Investigate and Respond Divisions.
  • Author, review, and maintain mandatory EPLC stage-gate artifacts and develop the Tailored EPLC Description early in the project lifecycle to optimize project velocity.
  • Shepherd major investments through formal agency Stage Gate reviews, ensuring that cross-functional partner activities and system interoperability parameters are flawlessly documented.

2. Capital Planning & Investment Control (CPIC)

  • Formulate, audit, and optimize OMB Exhibit 300 / Capital Asset Plans and associated business cases in strict alignment with OMB Circular A-11 policy.
  • Identify, capture, and track total lifecycle investment costs, executing seamless data entry and management within the CDC’s Enterprise Systems Catalog (ESC) and federal systems of record (e.g., Folio).
  • Review CPIC evaluation criteria with Federal Investment Managers to provide actionable feedback, improving the performance, quality, and defensibility of IT business cases.

3. Financial Tracking & Earned Value Management (EVM)

  • Implement disciplined Earned Value Management System (EVMS) principles to monitor cost and schedule performance.
  • Conduct continuous variance analysis, tracking Cost Performance Index ($CPI$) and Schedule Performance Index ($SPI$) data, and deliver accurate burn-rate analysis and financial forecasting.

4. Federal Policy Compliance & Reporting

  • Monitor, track, and ensure program alignment with the Federal Information Technology Acquisition Reform Act (FITARA), the Federal IT Dashboard, and CDC enterprise governance rules.
  • Provide consultative advisory and facilitation support for high-stakes executive reviews, including TechStat and PortfolioStat evaluations.
  • Support the agency in conducting Privacy Threshold Analyses (PTAs) and Privacy Impact Assessments (PIAs) to secure Personally Identifiable Information (PII) and Protected Health Information (PHI).

5. Risk, Scope, & Stakeholder Management

  • Maintain active, matrixed Risk Registers by performing quantitative and qualitative risk assessments and executing proactive mitigation pathways.
  • Enforce rigorous scope-control mechanisms to isolate and analyze the budget and schedule impacts of requested system modifications.
  • Synthesize complex financial and technical datasets into clear, executive-level briefings, decision-support materials, and presentations for senior agency leadership.

REQUIRED QUALIFICATIONS & SKILLS

  • Experience Baseline: Minimum of 10 years of progressive experience managing or supporting large-scale, complex IT programs, portfolios, or Major IT Investments (MII) within the federal civilian sector (HHS or CDC experience is highly preferred).
  • Certification Equivalency: Demonstrated competencies and experience equivalent to a Federal Acquisition Certification for Program and Project Managers (FAC-PPM) Level III or a Project Management Professional (PMP) certification.
  • Technical Fluency: Applied, working knowledge of OMB Circular A-11, FITARA mandates, the Federal IT Dashboard, and NIST SP 800-171/800-53 security baselines.
  • Tool Proficiency: Direct operational experience utilizing federal portfolio management software (specifically Folio and the CDC Enterprise Systems Catalog [ESC]).
  • Section 508 Standards: Strong understanding of Section 508 compliance and WCAG 2.0 Level A & AA accessibility criteria for all documentation deliverables.
  • Communication Metrics: Exceptional verbal and written communication skills, with a proven ability to lead multi-vendor stakeholder meetings and present defensible data to C-level executives.
  • Education: Bachelor’s Degree in Information Technology, Business Administration, Finance, Public Policy, or a related analytical field.

PM AMERICA PREFERRED QUALIFICATIONS

  • Experience supporting surveillance, case data, or public health transmission programs (e.g., BioSense, NSSP, NNDSS).
  • Active familiarity with ISO 9001 (Quality) and ISO 20000-1 (ITSM) standard operating environments.
  • Possession of an active CDC or HHS public trust clearance.
