Position Overview:
ITSC is seeking a Technical Writer II to support the Cybersecurity and Infrastructure Security Agency's national-level coordination bodies, specialized councils, and cross-sector working groups. This position will develop, edit, and manage executive-level, technical, governance, and strategic products for senior government leaders and interagency stakeholders. The ideal candidate will have exceptional writing and editing skills and the ability to translate complex technical, cybersecurity, policy, and operational information into clear, accurate, and audience-appropriate content.

Key Responsibilities:

? Draft and edit executive briefings, memoranda, white papers, decision logs, strategic assessments, reports, and leadership correspondence.
? Develop agendas, strategic pre-reads, briefing materials, meeting documentation, and post-engagement summaries.
? Prepare governance documents, including charters, bylaws, procedural frameworks, standard operating procedures, and membership materials.
? Translate complex cybersecurity, physical security, critical infrastructure, policy, and operational information into clear and concise products.
? Research and synthesize information from policies, legislation, after-action reports, lessons learned, stakeholder input, and technical sources.
? Support the development, tracking, review, and adjudication of complex document packages, templates, reports, and graphics.
? Perform technical editing and quality assurance reviews for accuracy, clarity, grammar, tone, consistency, and logical organization.
? Ensure documents comply with CISA and DHS templates, style standards, accessibility requirements, and records-management policies.
? Maintain version control and document audit trails throughout the review and approval process.
? Coordinate with subject matter experts, government personnel, technical teams, and other stakeholders to collect, validate, and refine content.
? Develop or support dashboards, infographics, workflow diagrams, process maps, and other visual communication products.
? Maintain a deliverables log that tracks submission dates, review status, revisions, approvals, and final acceptance.
? Prepare event-specific briefing notes, coordination summaries, and rapid-analysis products during emergent events.
? Compile after-action summaries and other documentation following meetings, engagements, and emergency activations.
? Post and manage approved content using SharePoint Online, Drupal, or other government-authorized platforms.
? Review electronic content for Section 508 accessibility compliance.
? Maintain documentation in accordance with the Federal Advisory Committee Act, DHS Directive 093-01, General Records Schedule 6.2, and applicable CISA requirements.

Requirements

Required Qualifications:

? Four to eight years of experience in technical writing, editing, government communications, policy writing, proposal development, or a related field.
? Ability to obtain and maintain a favorable DHS Suitability/Fitness Determination.
? Demonstrated ability to prepare executive-level, technical, analytical, or policy-related documents.
? Excellent writing, editing, proofreading, research, and verbal communication skills.
? Ability to explain complex technical and operational subjects to technical and nontechnical audiences.
? Experience coordinating document reviews and incorporating feedback from multiple stakeholders.
? Strong attention to detail and ability to maintain consistency across high-volume deliverables.
? Experience managing deadlines, document versions, review cycles, and approval workflows.
? Proficiency with Microsoft Word, PowerPoint, Excel, Outlook, and Teams.
? Ability to work independently and manage multiple time-sensitive assignments.
? U.S. citizenship.

Preferred Qualifications:

? Bachelor's degree in English, communications, journalism, public policy, cybersecurity, homeland security, technical communication, or a related field.
? Previous experience supporting DHS, CISA, another federal agency, or a government contractor.
? Experience writing about cybersecurity, critical infrastructure, physical security, resilience, national security, or federal policy.
? Familiarity with CISA or DHS writing standards and templates.
? Knowledge of the Federal Advisory Committee Act or federal records-management requirements.

Experience using SharePoint Online, Drupal, Adobe Acrobat, Power BI, or document routing platforms.
? Experience producing Section 508-compliant documents and digital content.
? Familiarity with data visualization, infographics, process maps, or workflow diagrams.
? Experience supporting senior government officials, national-level councils, or interagency working groups.

Salary : $75,000 - $78,000
