Position: Senior Facilities & MILCON Analyst
Overview
ITC Defense is seeking a Senior Facilities & MILCON Analyst to support the Missile Defense Agency (MDA) Facilities and Environmental Management Directorate at Fort Greely, AK. This position is part of a multidisciplinary team supporting MDA facility and infrastructure programs, including Military Construction (MILCON) and Sustainment, Restoration, and Modernization (SRM) initiatives that contribute to the readiness, modernization, and long-term sustainment of mission-critical infrastructure..
Responsibilities
- Support the Government Project Manager and interdisciplinary technical teams throughout the planning, programming, design, execution, and documentation of Military Construction (MILCON) and Sustainment, Restoration, and Modernization (SRM) projects, including tracking project status, schedules, requirements, and actions through completion.
- Support facilities and master-planning activities, including evaluating facility requirements, site layouts, infrastructure needs, and existing facility deficiencies
- Develop, review, coordinate, and maintain Facility Requirements Documents, scopes of work, Facility Change Proposals, configuration management plans, and associated technical and contractual documentation, ensuring project information and changes are accurately documented, distributed, maintained, and tracked to closure.
- Review and provide input on facility design, construction, repair, and renovation documentation, including design packages, construction schedules, Requests for Information (RFIs), and submittals; participate in design charrettes, design reviews, technical meetings, and other project reviews.
- Analyze project documentation, schedules, meeting records, correspondence, and technical information to identify issues, risks, and decisions requiring Government or senior-leadership attention.
- Prepare project status reports, technical reports, executive summaries, courses of action, information papers, briefings, and other decision-support materials for Government leadership, including General Officer and Senior Executive Service audiences.
- Lead or support the development and application of analytical tools, techniques, and processes to evaluate project information and improve technical, programmatic, and administrative support activities.
- Provide technical guidance and direction to support teams and coordinate with Government, contractor, engineering, installation, and other internal and external stakeholders to support project requirements and resolution of issues.
- Perform other duties as assigned.
- Active DoD Secret security clearance.
- Bachelor's degree in a relevant field and 13 years of relevant experience. A master's degree in any field may substitute for three years of relevant experience.
- Demonstrated knowledge and experience in facilities planning, design, construction, sustainment, and maintenance, including working with multidisciplinary teams to address complex facility and infrastructure requirements.
- Demonstrated ability to analyze facility plans, maps, site layouts, design and construction schedules, project documentation, meeting records, and technical information; identify requirements, issues, and risks; and develop sound recommendations for Government and senior-leadership consideration.
- Experience identifying and organizing stakeholder and facility requirements and translating them into clear requirements, technical, and project documentation.
- Advanced analytical capabilities, including experience developing and utilizing analytical tools, techniques, and processes to support technical and administrative activities.
- Ability to work independently and as part of a team, manage multiple projects and competing priorities, resolve complex issues, exercise sound judgment, and provide direction to support teams in a fast-paced environment.
- Strong technical writing, communication, organizational, interpersonal, and stakeholder-engagement skills, with demonstrated attention to detail and the ability to effectively communicate with internal and external organizations.
- Demonstrated proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook, and Adobe software applications.
- Ability and willingness to perform local travel within Alaska as required.
- Ability to obtain and maintain a Top Secret security clearance, if required.
- Previous experience supporting Missile Defense Agency (MDA) and/or Department of Defense (DoD) facilities planning, design, construction, or infrastructure programs.
- Experience with facility equipment installation, checkout, commissioning, and facility-related control systems.
- Experience with construction/project surveillance, progress monitoring, schedule analysis, reporting, and construction cost estimating.
- Experience developing DD Form 1391 documentation for MILCON programming.
- Experience supporting facility or construction projects involving the U.S. Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), Base Civil Engineer (BCE), and/or Department of Public Works (DPW).
- Experience supporting OCONUS and/or international facility or construction projects.
- Experience with project risk identification, analysis, management, and mitigation.
- Proficiency with project scheduling software.
