Position Summary
The IT Program Manager will lead cross-functional technology initiatives, manage large-scale IT programs, and ensure successful delivery of complex solutions aligned with business strategy. This role requires strong leadership, expert project/program management skills, and the ability to coordinate multiple projects under a unified program roadmap. The ideal candidate possesses a Master’s degree and an active PMP certification, with proven experience in managing enterprise-level IT programs.
Key Responsibilities
Program Leadership & Strategy
- Define program scope, objectives, and success criteria in alignment with organizational goals.
- Develop and manage multi-year program roadmaps and budgets.
- Drive strategic planning, prioritization, and continuous improvement across program initiatives.
Project Execution & Governance
- Oversee the planning, execution, and delivery of multiple interdependent IT projects.
- Establish and maintain governance processes, program documentation, and reporting standards.
- Identify, manage, and mitigate program-level risks, dependencies, and issues.
- Ensure adherence to PMO methodologies, compliance standards, and quality assurance guidelines.
Stakeholder Management
- Collaborate closely with executive leadership, business owners, and technical teams.
- Facilitate clear communication, program updates, and decision-making across teams.
- Build strong relationships with vendors, contractors, and external partners.
Financial & Resource Management
- Manage program budgets, including forecasting, tracking, and financial reporting.
- Optimize resource allocation across projects and negotiate resource needs with leadership.
- Evaluate and recommend technology investments to support program objectives.
Team Leadership
- Coach and mentor project managers, business analysts, and technical leads.
- Foster a collaborative, high-performance team environment.
- Lead change management initiatives to support system or process transitions.
Required Qualifications
- Master’s degree in Information Technology, Computer Science, Business Administration, or related field.
- Active PMP (Project Management Professional) certification.
- 7–10 years of progressive experience in IT project or program management.
- Demonstrated success leading complex, enterprise-level IT programs.
- Experience with any Federal agency.
- Strong understanding of SDLC, Agile, and hybrid delivery methodologies.
- Excellent communication, negotiation, and stakeholder management skills.
- Experience with budget management, financial analysis, and resource planning.
Preferred Qualifications
- Experience in cloud transformation, cybersecurity, ERP implementations, or digital modernization.
- Additional certifications such as PgMP, ITIL, Agile/Scrum, or SAFe.
- Experience working in regulated industries (e.g., healthcare, finance, government).
