Project Description
Justice Center – Vulnerable Persons Central Register (VPCR)
The Justice Center for the Protection of People with Special Needs is a New York State agency created in June 2013 under the “Protection of People with Special Needs Act.” The agency provides oversight for facilities across the state responsible for the care of individuals with special needs.
The Vulnerable Persons Central Register (VPCR) is a case management system developed using Siebel CRM technology. It is used to track:
- Intake of incidents and allegations of abuse or neglect
- Investigations, prosecution, and adjudication
- Oversight and monitoring activities
The Justice Center is responsible for identifying and defining business requirements for all VPCR system enhancements.
Day-to-Day Responsibilities
- Documenting as-is business processes
- Eliciting requirements from stakeholders
- Facilitating stakeholder meetings to gather feedback
- Documenting to-be business processes
- Documenting detailed business requirements
- Participating in JAD/JADD sessions
- Gathering and analyzing data to justify business needs
- Developing project business cases
- Performing additional business analysis activities as required
Required Qualifications
- 84 months (7 years) of experience leading elicitation sessions using methods such as interviews, documentation analysis, surveys, site visits, and business modeling with executives, managers, developers, and SMEs
- 60 months (5 years) of experience creating process models and value stream maps for as-is and to-be states
- 60 months (5 years) of experience developing reports, presentations, and business cases and presenting to leadership/stakeholders
- 24 months (2 years) of experience working in State Government
- Bachelor’s Degree
- Business Analyst Certification (CBAP, CCBA, ECBA, PBA, or equivalent)
- Scrum Master Certification
- 24 months of experience gathering requirements for Siebel CRM Case Management applications, including workflows, case lifecycle, documentation handling, and stakeholder communication
- 48 months (4 years) of experience developing prototypes using Axure or Figma
- 48 months (4 years) of experience creating user stories, test cases, and test scripts, and tracking requirements using tools such as Monday.com
