Position Summary:
ISI is seeking detail-oriented and growth-minded Construction Project Manager (PM3) with expertise in the construction industry to provide program and portfolio management services in support of a DoD client’s design and construction program. This role is ideal for candidates with a strong construction management foundation who also bring proven experience in administrative and program-level reporting functions. The PM3 will provide both technical oversight across active capital projects and high-level support for strategic planning, risk documentation, schedule performance tracking, and Government reporting responsibilities. The ideal candidate brings strong analytical skills, a detail-oriented mindset, and construction data analysis experience. You’ll work closely with government and contractor teams to help track schedules, costs, and project performance, and to develop documentation and tools that support executive decisions. The ability to lead and work as a team independently is critical. ISI is seeking an individual who will be a clear communicator, take initiative, and embrace project ownership.
Essential Job Functions
- Portfolio-Level Construction Oversight. Coordinate with division directors and project managers to consolidate project portfolio information such as scope, cost, schedule, contractor performance, and alignment with mission objectives.
- Develop and deliver executive-level reporting packages. Draft high-level presentations, technical memoranda, and executive summaries on project status, schedule health, and key decision points. Regularly brief senior leadership.
- Own dashboard-driven portfolio reporting for senior stakeholders. Must have novice-level understanding of Power BI to maintain Excel and Power BI dashboards to track and report progress across assigned project portfolios to ensure timely delivery of the Government construction program. Assess schedule risk and recommend mitigation strategies.
- Lead internal documentation efforts to inform policies, procedures, and best practices. Contribute to SOPs, lessons learned, post-occupancy reports, and continuous improvement documentation.
- Develop and Analyze Integrated Master Schedules. Use scheduling techniques and tools (e.g., Primavera P6, MS Project) to support schedule development, review IMS consolidation, and assess programmatic risks.
- Monitor Cost and Earned Value Metrics. Support project performance evaluations using EVM, trend analysis, and cost reporting. Review and communicate schedule/cost variances with stakeholders.
- Support Performance Work Statements (PWS) and Acquisition Tasks. Assist the Government in developing and reviewing PWS and RFP templates, and standard operating procedures. Gather background data and help document requirements.
- Support Technical Reviews and Risk Assessments. Evaluate project risk registers and mitigation plans for consistency across the portfolio. Assist with the identification of risk escalation to the appropriate stakeholder. Support development of risk mitigation strategies.
- Serve as a strategic interface between construction execution and program-level reporting. Translate site-level activity into executive deliverables, briefings, and documentation to support broader organizational goals.
Required Qualifications:
- Bachelor’s Degree in Construction Management, Engineering, Architecture, Science, or Mathematics and ten (10) years of related work experience with five (5) years of relevant construction management experience, with 2-3 years of those in leadership positions.

Education may be substituted for an ACTIVE Master Craftsman license, or a journeyman license, general contractor license and 20 years of construction experience
- Must be a U.S. Citizen and have at least 3 years residence in the United States.
- Must be able to pass and maintain a Public Trust clearance (HSPD-12 fingerprint background check).
Preferred Qualifications:
- Pentagon Washington Headquarters Services experience is highly sought after.
- Previous military construction experience highly sought after.
- Strong background in MS Excel, Power BI, and project analytics.
- Familiarity with Kahua, Procore, or similar portfolio/project tracking tools.

Work Setting/Environment/Travel Requirements:
- This job operates in active construction environments and professional office environments.
- The position requires an eight (8)-hour workday performed between 0700 (7AM) and 1700 (5PM), Monday through Friday. employees are expected to arrive between 0700 (7AM) and 0800 (8AM). Employees cannot depart till after 1600 (4PM); limited flexibility in daily start and end times is available based on project demands
