Position: Civil Engineering Technician III

Department: Highway Department

Location: Cambridge, MN

Job Type: Full-time (40 hours per week)

Work Schedule: Regular work hours are Monday through Friday, 8:00 a.m. to 4:30 p.m.

Work Setting: On-site; requires regular, in-person attendance

FLSA Status: Non-Exempt

Union Affiliation: IUOE Local Highway #49

Compensation

  • Expected 2025 Hiring Range: $34.12 - $36.37 per hour ($70,969.60 - $75,649.60 annually), depending on qualifications, relevant experience, and internal equity.
  • Full Range: $34.12 - $44.07 per hour ($70,969.60 - $91,665.60 annually)), with the potential for additional longevity-based pay.

General Definition of Work

Performs work performing civil engineering work in surveying, roadway design, construction observation and material verification, and inspection of construction and maintenance for road and bridge projects, assisting in the development and preparation of project plans, performing right-of- way acquisitions, wetland mitigation, maintaining construction bid, method, and money files and records, and related work as apparent or assigned.

Work is performed under the supervision of the Senior Assistant County Engineer.

Supervision is exercised over Technician I and Technician II.

Essential Functions

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.   • Collects information using survey equipment and practices, maps and records; prepares construction plans for public meetings.
  • Performs roadway design work; analyzes and uses collected information in the preparations of construction plans using required and accepted engineering standards and methods.
  • Assists in the acquisition of right-of- ways and easements for construction projects; meets with landowners and discuss impact of projects specifics; witnesses and notarizes legal documents for land acquisitioning.
  • Oversees and supervises preliminary construction tasks; operates survey equipment for preliminary survey and construction purposes; performs mathematical calculations to maintain horizontal and vertical control.
  • Establishes grades, elevations, locations, alignments, and limits for construction projects; performs inspection work by visually and physically monitoring construction projects to provide and record accurate accountability of all construction methods, materials used, and monies paid, in accordance with governing rules and specifications.
  • Performs Wetland Mitigation/Bridge Safety Inspections; prepares necessary field work, drafting, calculations to satisfy federal, state and local permit requirements; performs accurate and in-depth inspection of all County bridges to comply with federal and state requirements to ensure structures are safe and sound for the public.
  • Attends required courses and classes to maintain necessary certifications; keeps current on all new methods, requirements, and standards to ensure compliance with all regulatory agencies.
  • Assists in teaching and training other civil engineering technician staff in construction observation, survey, design, and other job-related elements.
  • Serves as project representative and assists with directing contractor activities and operations; monitors and verifies local and state specifications are being met.
  • Manage and collect field data on signs, culverts, bridges, and roads using GIS for asset tracking and planning.
  • Performs other related duties as assigned.

Minimum Qualifications

  • Associates degree in Civil Engineering Technology or related field — or equivalent combination of education and experience.
  • 6–10 years of progressively responsible experience in highway design, construction inspection, and plan preparation.
  • Proficiency in the following tools and systems:
  • AutoCAD Civil 3D for plan development
  • ArcGIS Collector or Field Maps for field data collection
  • Trimble GPS or total station equipment with standard practices of surveying
  • Bluebeam Revu for electronic plan markups
  • Microsoft Excel for data entry, design development, and quantity calculations
  • Must possess and maintain a valid Class D Driver’s License.

Special Qualifications

  • Minnesota Department of Transportation (DOT) Aggregate Production, Bituminous Plant Level I, Bituminous Street Level I and II, Bridge Construction Level I, Concrete Field Level I and II, Concrete Plant Level I, Grading and Base certifications upon hire.
  • May require possession of, or ability to obtain, specific licenses and/or certifications depending on departmental assignment.
  • Must meet and maintain all training and education requirements for this position.

Required Knowledge, Skills, And Abilities

  • Knowledge of the principles, practices and instruments used in civil engineering and drafting.
  • Knowledge of surveying principals, metrics, algebra, geometry and trigonometry.
  • Knowledge of road and bridge construction methods, materials and inspection.
  • Knowledge of manual and computer aided drafting.
  • Knowledge of sampling and testing procedures of materials.
  • Knowledge of the County Road system, political boundaries and County operations.
  • Knowledge of Federal, State and County specifications, special provisions and O.S.H.A. and environmental standards.
  • Ability to perform difficult technical computations.
  • Ability to plan, organize and supervise the work of others.
  • Ability to effectively communicate, and coordinate projects.
  • Ability to work in weather extremes such as heat, humidity, cold, wet and dust.
  • Ability to work on rough, wet, slippery and steep terrain.
  • Ability to work around heavy construction equipment and highway traffic.
  • Ability to operate survey and inspection equipment.
  • Ability to compile, check, and apply survey and plan data to the design and construction of projects.
  • Ability to maintain engineering records and prepare the necessary reports.
  • Ability to obtain all certifications required by the State and this position.
  • Ability to inspect construction and maintenance projects.
  • Ability to work long hours and make appropriate decisions.
  • Ability to establish and maintain effective working relationships with associates, contractors, engineering personnel, environmental agencies, landowners, law enforcement representatives, utility companies, and the general public.
  • Ability to maintain a regular and timely work attendance.

Working Conditions

Physical Requirements And Activity

This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of over 100 pounds of force; work regularly requires standing, walking, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions, frequently requires climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting and occasionally requires sitting and tasting or smelling.

Sensory Requirements

Work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels.

Sensory Utilization

Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly, or fabrication of parts within arm’s length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities.

Environmental Conditions

Work regularly requires working near moving mechanical parts, exposure to fumes or airborne particles and exposure to outdoor weather conditions, frequently requires exposure to vibration and occasionally requires wet, humid conditions (non-weather), working in high, precarious places, exposure to toxic or caustic chemicals, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather) and exposure to the risk of electrical shock; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
