OVERVIEW & PURPOSE:
Performs professional and technical work in the development, management, and maintenance of the County’s primary internet and intranet websites. Oversees and coordinates the County’s official social media accounts and ensures proper archiving and retention of content across all platforms.
This role performs advanced professional and technical work in the design, development, and maintenance of the County’s primary external website and internal intranet. Ensures a visually appealing, accessible, and high-performing web presence by converting departmental content into web-ready formats, monitoring site functionality and performance metrics, troubleshooting technical issues, and optimizing compatibility across major web browsers. Plans and implements enhancements based on user feedback, emerging technologies, and organizational needs.
Additional responsibilities include managing and archiving official social media platforms in compliance with public records requirements, ensuring ADA accessibility compliance with current web standards, recording and broadcasting Board of Commissioners meetings, and maintaining the County’s PEG channel. Work is performed under the general supervision of the Chief Information Officer and is evaluated based on the quality, effectiveness, and impact of results achieved.
ESSENTIAL FUNCTIONS:
Manages the County’s main website and intranet site, as well as department specific intranet, and ensures proper operation of the site; maintains consistent structure, content, graphics and links on all web pages; trains departmental staff to update web content where appropriate.
Converts content provided by county departments and administrative staff into proper format to update their websites; constantly involved with departmental managers and content providers to explore more effective ways to utilize web functionality to improve the effectiveness of the County’s websites.
Finds, evaluates, installs and uses a variety of tools to create web content and assure consistency.
Maximizes the efficient dissemination of information via the Internet and Intranet.
Monitors the County’s web page logs for errors, performance, and access either reports potential issues and/or possible enhancements to appropriate departments or performs necessary adjustments directly.
Explores, implements and trains non-technical County staff in new ways to present information on the website and use available technologies to promote easy access to pertinent information and on-line service for citizens and employees.
Explores ways to optimize ability to find County services and information through search engine searches.
Verifies that internal and external hyperlinks within the County web sites are live and go to the proper locations.
Researches and recommends new hardware and software for the operation, expansion or enhancement of the County’s web deployment; maintains records, logs and files related to this task.
Provides training to departmental staff employees on related web technologies.
Heads the County Website Committee; works with committee members to explore new website features, discuss website design issues, addresses needs and concerns of individual departments.
Designs and maintains main county Facebook pages and news blogs; facilitates synchronization of information between county’s social media services web pages.
Acts as liaison between the Information Technology Services Department (ITS) and county staff in all areas concerning the county website; vendors relative to the County Website (CivicPlus, Site Improve, Archive Social) as well as other products provided by these vendors that are departmental specific (CivicHR, CivicRec)
Coordinates integration of services between the main county web server and other related information servers including the county Mapping server, Register of Deeds records server and Tax Office real estate & tax billing data servers.
ADDITIONAL FUNCTIONS:
Provides Audio/Visual: Attends, provides live streaming, and records County Commissioners’ meetings; provides retrieval of saved video; provides video files for the County website.
Performs other duties as required.
KNOWLEDGE, SKILLS, & ABILITIES:
Thorough knowledge of relational databases, software, and hardware related to web technology and related web programming/formatting languages. Advanced experience using Microsoft and Adobe products including MS-Visual Studio, Adobe Photoshop, Dreamweaver, MS-Access and SQL Server.
Considerable knowledge of PC hardware and software (servers and workstations) and web-related networking. Experienced with Windows Server OS, Internet Information Services (IIS), Microsoft Sharepoint Services 2013 and earlier versions.
Experienced in cross-browser-compatible web page development, CSS stylesheets, using WCAG 2.0 Content Accessibility Guidelines.
Working knowledge/experienced in web development for mobile platforms.
Working knowledge of the County’s programs and services.
Skilled in graphics and website design.
Skilled in customer service excellence. Ability to effectively troubleshoot problems in a timely manner.
Ability to develop and maintain effective working relationships with users of and contributors to the County’s website content.
Skilled in video editing.
Ability to communicate effectively in oral and written forms.
Ability to keep current and seek new information for internet and intranet operations.
EDUCATION/EXPERIENCE “REQUIREMENTS”:
Graduation from College with a Bachelor’s Degree in Computer Science and several years experience in developing and maintaining websites preferred; or an equivalent combination of education and experience.
ADDITIONAL “REQUIREMENTS”:
Possession of a valid North Carolina Driver’s License.
