We are seeking an experienced Energy Marshal to support a large-scale mission-critical construction program by driving electrical safety excellence, energization governance, and contractor performance.


Position Overview

ISS is seeking an experienced Energy Marshal with a strong background in electrical construction and safety to support a complex, mission-critical construction project located near Midland, TX. This is a unique, fixed-term assignment focused on improving electrical safety performance, strengthening energization controls, and reducing electrical risk across multiple General Contractors.

Unlike a traditional construction safety role, the Energy Marshal serves as an Owner's Representative and trusted advisor, working directly with contractor leadership to identify electrical safety deficiencies, implement sustainable corrective actions, and ensure electrical work is planned, executed, and documented in accordance with established safety standards.

This position requires a highly influential safety professional capable of driving behavioral and system-level improvements without direct supervisory authority.


Key Responsibilities

Electrical Safety & Energization Leadership

  • Serve as the Owner's Representative for electrical safety governance and energization control.
  • Provide technical oversight for electrical safety planning, execution, and energization activities.
  • Lead targeted electrical safety improvement initiatives with assigned General Contractors.
  • Evaluate contractor performance related to:
  • Lockout/Tagout (LOTO)
  • Energization procedures
  • Electrical permitting
  • Temporary power systems
  • Grounding and bonding
  • Arc flash prevention
  • Electrical work planning
  • Energized work controls
  • Identify root causes of electrical safety deficiencies and develop practical, sustainable corrective actions.
  • Support energization readiness reviews, Method of Procedure (MOP) reviews, commissioning interface, and system turnover activities involving substations, switchgear, transformers, generators, UPS systems, batteries, transfer switches, PDUs, busway, temporary power, and related controls.
  • Evaluate and verify controls for backfeed, stored energy, alternate power sources, temporary power, remote-start systems, and partially energized work environments
  • Support multi-employer hazardous energy coordination, including group LOTO, lock box control, isolation registers, zero-energy verification, temporary removal of LOTO for testing, and transfer of control between construction, commissioning, vendors, and operations.
  • Verify implementation through field observations, audits, and performance metrics.
  • Promote industry best practices that reduce electrical risk across the project.


Contractor Engagement & Coaching

  • Partner directly with contractor leadership, supervision, and field personnel to improve electrical safety performance.
  • Coach and mentor project teams through collaboration and technical expertise.
  • Influence contractor accountability through strong relationships, field presence, and data-driven decision making.
  • Build long-term improvements that remain in place after direct engagement concludes.


Electrical Safety Program Oversight

  • Complete training on owner safety standards and project-specific electrical safety requirements.
  • Evaluate contractor compliance with electrical safety management systems.
  • Monitor contractor performance through:
  • Electrical safety observations
  • Field audits
  • Leading indicators
  • Incident trends
  • Corrective action completion
  • Energization readiness reviews
  • Permit compliance


Reporting & Communication

  • Conduct routine field assessments and electrical safety observations.
  • Prepare professional reports documenting findings, trends, recommendations, and corrective actions.
  • Participate in coordination meetings with project leadership and contractor management.
  • Present electrical safety performance updates and recommendations to stakeholders.


Required Qualifications

Experience

  • Strong electrical construction, commissioning, or electrical safety background, including one or more of the following:
  • Journeyman Electrician
  • Master Electrician
  • Electrical Superintendent
  • Electrical Commissioning
  • Electrical Safety Leadership on large commercial, industrial, or mission-critical projects
  • Minimum 5 years of construction safety leadership supporting complex electrical work.
  • Experience serving as an Owner's Representative or high-influence safety advisor.
  • Experience supporting mission-critical, industrial, manufacturing, utility, renewable energy, semiconductor, or technology construction projects.
  • Demonstrated success in improving contractor safety performance.
  • Extensive knowledge of:
  • NFPA 70E
  • OSHA Electrical Standards
  • Lockout/Tagout
  • Arc Flash
  • Energization procedures and planning
  • Temporary power
  • Electrical hazard analysis and controls


Education

Bachelor's degree preferred in:

  • Occupational Safety
  • Construction Management
  • Engineering
  • Industrial Hygiene
  • Environmental Health & Safety

Equivalent construction and electrical safety experience may be considered in lieu of a degree.


Certifications

Required

  • NFPA 70E
  • OSHA 30

Preferred

  • OSHA 500
  • NFPA 70E Trainer
  • NFPA 70B
  • CESCP (Certified Electrical Safety Compliance Professional)
  • Journeyman or Master Electrician License
  • CHST or CSP

Work Environment

  • Location: Wink, TX
  • This is a fully onsite field-facing assignment. The consultant should be comfortable working in active construction, commissioning, electrical room, utility yard, and data center environments. Extended hours and weekend support may be required.
  • Approximately 5-month assignment
  • Monday–Friday, approximately 40 - 50 hours per week
  • Frequent field presence supporting active construction activities
  • Consultant provides standard computer equipment unless otherwise specified
  • Experience with Procore or similar construction management software preferred
  • Ability to walk active construction sites for extended periods
  • Ability to climb stairs/ladders where permitted
  • Ability to work around active construction, electrical rooms, utility yards, and commissioning areas
  • Ability to wear required PPE, including flame retardent clothing where required
