Location: Columbia, SC (Fully Onsite - 5 days/week)

Travel: Daily travel throughout the state may be required; occasional overnight travel (monthly or quarterly)
Position Overview:
The Project Manager - Intermediate will serve as the Program Manager for establishing the Office of Compliance Assistance. This position will manage and coordinate all activities associated with the implementation of IT technologies to evaluate compliance data, develop tracking systems for voluntary disclosures, create guidelines and procedures, and execute program objectives.

This position will manage and coordinate all activities associated with the implementation of IT technologies to evaluate compliance data, develop tracking systems for voluntary disclosures, create guidelines and procedures, and execute program objectives.
Responsibilities:
- Define project objectives and scope by reviewing proposals to determine timelines, available funding, procedures, and project life cycle phases for major multi-agency projects.
- Coordinate and manage projects from inception through completion using project management methodologies.
- Evaluate risks affecting projects and implement effective risk mitigation strategies.
- Oversee development and execution of communication plans with stakeholders, including organizational leaders, elected officials, regulated facilities, and the public.
- Prepare detailed project status reports and provide updates to sponsors, champions, and other stakeholders.
- Manage procurement processes and participate in contract negotiations related to Requests for Proposal (RFPs).
- Review and recommend changes to project specifications in coordination with sponsors and project teams.
- Monitor progress, ensuring milestones, deliverables, and required tasks are completed within deadlines.
- Develop and maintain project documentation, ensuring compliance with state and federal regulations.
- Assist in developing and delivering project management training sessions and workshops.
Required Skills & Qualifications:
- Education: Bachelor's degree.
- Experience: Minimum of 20 years of experience in the environmental industry implementing South Carolina environmental programs.
- Experience managing large projects of moderate complexity and risk.
- Knowledge of project management principles and methodologies.
- Knowledge of state government procurement regulations and processes.
- Knowledge of state government fiscal policies, procedures, and processes.
- Strong organizational, communication, and presentation skills.
- Ability to interpret and apply environmental rules and regulations.
- Ability to plan, prioritize, and execute multiple tasks to meet project schedules and deadlines.

- Proficiency in planning, organizing, and managing strategic and tactical assignments for statewide enterprise and agency-level IT initiatives.
- Experience managing multiple concurrent projects and aligning outcomes with organizational goals.
