Job Title: Information Systems Architect – Project Lead (8909)
Location: Columbia, SC (Hybrid – 2 days onsite)
Duration: 12 Months (Possible Extension)

Candidate Requirement: Must be a current South Carolina resident (No relocation)
Scope of the Project
- Division of Technology Services supports mission-critical applications for DSS.
- Role leads the Web Application Development team delivering new DSS Re-Engineering projects.
- Supports modernization and maintenance of IT systems in the Economic Services program area (SNAP, TANF).
- Requires hands-on technical leadership, SDLC oversight, and strong architecture capabilities.
- Works closely with business, technical teams, federal partners, and 3rd-party vendors.
Primary Responsibilities
- Lead architecture and design of modernized IT systems supporting SNAP/TANF.
- Oversee technical planning, system integration, and full SDLC execution.
- Ensure compliance with federal APD requirements and security standards.
- Coordinate development activities with internal teams and external vendors.
- Mentor Business Analysts and Developers; enforce architecture best practices.
- Analyze requirements, create user stories, workflows, and technical specifications.
- Support test case design, process change requests, and manage scope.
- Communicate effectively with SCDSS and State IT teams.
Key Projects
- SNAP/TANF system modernization and integration with federal reporting.
- API modernization and UAT for 3rd-party integrations.
- ESSAM modernization for eligibility and case management systems.
Required Skills
- Bachelor’s degree in Computer Science, Information Systems, or related field.
- 8 years of enterprise software architecture experience.
- 8 years of experience in project leadership.
Preferred Skills
- Familiarity with State/Federal compliance frameworks (NIST, FISMA, etc.).
- Experience with Human Services systems (Child Welfare, SNAP, TANF).
- Understanding of Data Privacy Laws (PII, PHI).
- Previous experience supporting public sector agencies or government contracts.
