Job Title: Project Manager – Intermediate (9066)

Candidate Location Requirement: SC residency not required; candidate must live within a 6-hour driving radius of Columbia, SC due to potential onsite travel
Key Responsibilities
• Coordinate and manage hydrogeological projects related to land application and groundwater monitoring sites
• Perform hydrogeological reviews and evaluations for NPDES permits and groundwater impact assessments
• Review proposed projects for potential groundwater impacts and evaluate closure plans for terminated permits
• Utilize SCDES systems such as ePermitting to manage project workflows, documentation, and approvals
• Prepare written technical review comments and recommendations for Permit Engineers
• Initiate and review complex groundwater monitoring plans and specifications for industrial and domestic wastewater facilities
• Coordinate with enforcement, permitting, and intra-agency teams as required
• Maintain groundwater data collection, tracking systems, and project status records
• Provide technical information and guidance to the public, industrial, and agricultural representatives
• Prepare project status reports, presentations, and documentation for upper management
• Ensure assigned projects meet regulatory requirements, schedules, and organizational objectives
Required Skills
• Master’s degree in Hydrology, Geology, or Geological Engineering with at least 1 year of related experience
OR
• Bachelor’s degree in Hydrology, Geology, or Geological Engineering with at least 2 years of related experience
• Completion of ePermitting Power User training
• Strong expertise with ePermitting or an equivalent electronic government permitting application
• 5 years of experience as a Project Manager
Preferred Skills
• 5 years of experience performing hydrogeological reviews and evaluations for land application and groundwater monitoring sites
• 5 years of experience managing databases and using geospatial software
• 5 years of experience with groundwater hydrogeology, geochemistry, contaminant transport, and hydrogeologic investigation techniques
• Experience managing multiple concurrent projects and delivering results aligned with organizational goals
• Experience with federal and state groundwater and wastewater permitting and compliance requirements
• Knowledge of state government environmental regulatory policies, procedures, and processes
Knowledge, Skills, and Abilities
• Extensive working knowledge of groundwater hydrogeology, geochemistry, and contaminant transport
• General understanding of environmental programs as they relate to hydrogeology
• Strong database management and geospatial software skills
• Solid understanding of project management principles and methodologies
• Ability to plan, organize, prioritize, and coordinate work assignments effectively
• Strong written and verbal communication skills
• Ability to prepare reports, deliver presentations, and communicate with diverse stakeholders
• Ability to interpret and apply environmental laws, rules, and regulations
