Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level or pay band in the federal service, or equivalent experience in the private or public sector performing the following duties:
(1) Engaging with U.S. federal agencies, international law enforcement organizations, and/or embassy representatives to facilitate program delivery and manage logistical support for international training initiatives.
(2) Conducting evaluations of training programs to assess effectiveness and recommend improvements.
(3) Developing and/or delivering law enforcement training curricula for international audiences."
Substitution of education in lieu of specialized experience may not be used for this grade level.

Pub. Law 114-285 grants the FLETC approval to hire retired federal employees with law enforcement/investigative experience to meet the expanding mission of the FLETC. Individuals may be selected for time-limited positions with eligibility for the dual-compensation waiver. The dual-compensation waiver allows retirees to return to work, earning their full salary with no offset to their FERS annuity. However, this waiver does not exempt the FERS annuity supplement from being reduced. Therefore, FERS retirees receiving a FERS annuity supplement, must be aware that like social security benefits, the FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings. Responsibilities:
Serving as a Law Enforcement Specialist (International Training Coordinator/Instructor) GS-1801-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located within the International Training Division (ITD), under the National Capital Region (NCR) Training Operations Directorate, and located in Glynco, Georgia.The primary purpose of this position is to provide coordination of international engagements conducted by FLETC. This will include, but not be limited to, training programs, assistance projects, international students and visitors, and international official travelconducted by FLETC personnel. This position will serve as an expert resource on cross-cultural matters, customs and protocols related to international interactions and engagements.
Typical duties include:
- Actively engaging DHS/Office of International Affairs (OIA), FLETC Partner Organizations and other DHS components and U.S. federal agencies with international law enforcement involvement to identify avenues by which FLETC can support their mission, goals and objectives.
- Maintaining regular contact with staff at DHS/OIA and international liaison staff at DHS components and Partner Organizations as well as with staff of the Department of State's Bureau of International Narcotics and Law Enforcement (INL) and the Export Control and Related Border Security Program (EXBS) and the Department of Justice's International Criminal Investigation Training Assistance Program (ICITAP), both in Washington, DC and overseas.
- Providing coordination of international engagements conducted by the FLETC to include training programs, assistance projects, international students and visitors, and international official travel conducted by FLETC personnel.
- Serving as an expert on cross-cultural matters and political sensitivities related to international students and visitors, coordinating with various FLETC offices regarding special considerations for meals, lodging or other matters that could impact instruction or the visit.
- Serving as administrator, coordinator, and advisor responsible for managing FLETC training and assistance programs provided to international constituents in a wide range of law enforcement fields as an importer (international trainees) and exporter of DHS/FLETC law enforcement programming.
- Leading lesson plan development teams to develop new lesson plans or modify existing lesson plans for presentation of law enforcement subjects to international constituents to fulfill engagement program goals and objectives based on needs analysis.
