Duties

Serving as a Law Enforcement Specialist (Enforcement Operations Instructor) GS-1801-12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Office of the Associate Director for Training Ops (TOPS), NCR Training Operations Directorate (NCR), Office of Cheltenham Operations (OCH), Cheltenham In-Service Tactics Branch (CTR/CIT), located in Cheltenham, Maryland.

The primary purpose of this position is to serve as a Law Enforcement Specialist (Enforcement Operations Instructor) responsible for serving as a tactics/control tactics instructor involved in planning and conducting classroom,

laboratory, and/or field instruction sessions as part of the tactics training program

Typical Duties Include

  • Utilizing established lesson plans, the position conducts training in such areas as: Protective Detail Refresher, Active Shooter Threat Instructor Training Program, Active Shooter Threat Training Program, Use of Force Instructor Training Program, Basic Tactics Instructor Training Program, Law Enforcement Control Tactics Training Program, Law Enforcement Control Tactics Refresher Training Program, Officer Response Tactics, Instructional Techniques for Non-Lethal Training Ammunition, Officer Safety and Survival, and Tactical Medical.
  • Directing the tactics training programs to enhance each law enforcement officer's ability to safely handle potentially hazardous situations and maintain a level of proficiency and confidence in their knowledge, skills and abilities.
  • Ensuring all tactics training complies with applicable policies and procedures.
  • Monitors progress of students, documents results, and takes or recommends remedial and corrective action to include additional training and changes in training and/or operational procedures and instructions.
  • Using life experiences from law enforcement or a comparable military law enforcement service background to enhance course content and respond to student questions.

  • Position is subject to the Lautenberg Amendment - persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
  • This position is eligible for situational-only telework based on agency policy.
  • Occasional travel may be required.
  • Overtime may be required.

SELECTIVE PLACEMENT FACTOR: In order to be considered for this position you must:

  • Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws;
  • OR-
  • Have held a federal civilian position in the 1801 occupational series.
  • AND-

Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level or pay band in the federal service, or equivalent experience in the private or public sector performing the following duties:

  • Training and evaluating officers/agents in the proper application of use of force techniques; patrol skills and operational planning; law enforcement tactical techniques; tactical medicine; and/or active shooter response.

-OR-

  • Instructing basic and advanced law enforcement training curriculum in use of force, active shooter, tactical operations, and tactical medicine.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Transfer Requirement for CSRS: To be eligible for secondary coverage, an employee must: - Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND - Be continuously employed in a secondary position since moving from a primary position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause) and/or voluntary breaks in service that began prior to January 20, 1988.

Transfer Requirement for FERS: To be eligible for secondary coverage, an employee must: - Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND - Have completed 3 years of service in a primary position, including any such service during which no FERS deductions were withheld; AND - Be continuously employed in a secondary position since moving from a rigorous position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause).

Pub. Law 114-285 grants the FLETC approval to hire retired federal employees with law enforcement/investigative experience to meet the expanding mission of the FLETC. Individuals may be selected for time-limited positions with eligibility for the dual-compensation waiver. The dual-compensation waiver allows retirees to return to work, earning their full salary with no offset to their FERS annuity. However, this waiver does not exempt the FERS annuity supplement from being reduced. Therefore, FERS retirees receiving a FERS annuity supplement, must be aware that like social security benefits, the FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings. Physical Demands: This work requires walking, standing, bending, sitting, lying down, or kneeling/crouching in positions that may be tiring or uncomfortable. There is the need to carry weapons, equipment, and packages or containers such as ammunition. Travel to field locations to coordinate training activities may be involved. Work also involves considerable physical exertion while demonstrating weapons positions, techniques and tactics in a variety of law enforcement settings

Work Environment: The normal work place is a classroom or office, and inside/outside training venues. Duties will require exposure to varying climate and environmental conditions, both cold and warm, for extended periods of time and/or exposure to varying levels of noise and hazardous substances. Appropriate safety practices will be utilized at all times. Safety equipment, such as hearing and eye protection, will be used when needed.
