We are seeking an experienced Data Architect (Advanced) to support the design, administration, and continuous improvement of multiple mission-critical criminal and juvenile justice information systems. The successful candidate will serve as the primary database authority for a portfolio of high-impact government applications, ensuring their availability, security, performance, and integrity. This role demands deep expertise in Microsoft SQL Server environments and a proactive approach to database operations and architecture.
I. Education Qualifications
• Bachelor''s degree in Computer Science, Information Systems, or a related technical field preferred.
II. Systems Scope & General Experience
The Data Architect will be responsible for maintaining and/or creating databases supporting the following systems, as well as any additional databases required by the agency:
• Juvenile Justice Information System (JJIS)
• Criminal Justice Network (CJNET)
• Cost of Care (COC) database, including the JJIS Database component
• Payroll system databases
• DJJ Learning Management System (SKILLPRO)
• Positive Achievement Assessment Tool (CAT/RAY)
• Detention Risk Assessment Instrument (DRAI)
• Human Trafficking Screening Tool (HTST)
• Enterprise Document Management Solution
• Residential Electronic Medical Record (EMR)
• Probation Resource Booking (PRB)
• Facility Management System (FMS)
• Evidence Based System (EBS)
• Staff Verification System (SVS)
• Central Communication Center (CCC)
• Any other databases as required by the agency
III. Specialized / Preferred Experience
Microsoft SQL Server
• Senior-level working experience with Microsoft SQL Server 2012 through SQL Server 2017.
• Installation and configuration of SQL Server instances and related services.
• Operating system interoperability with SQL Server environments.
• Regular maintenance, patching, and health-check procedures.
• Backups, restore operations, and disaster recovery planning and execution.
• Troubleshooting and root cause analysis for database issues.
• Security configuration, role management, and compliance enforcement.
• Performance optimization and tuning — including query optimization and index management.
Database Objects & Development
• Administration of databases and objects including schemas, tables, views, and indexes.
• Management of scheduled jobs and task automation.
• Creating and optimizing Triggers.
• Managing data transfers and transactional replication.
• Designing and developing database solutions aligned to business requirements.
• Creating and reviewing Stored Procedures for efficiency and performance.
• Creating tables on production servers with appropriate change management discipline.
• Creating DTS/SSIS Packages for ETL and data integration workflows.
• Adding fields to production tables with minimal service disruption.
Data Management & Integration
• Bulk copy and large-scale data operations.
• Data conversion across systems and formats.

• Data archiving aligned to retention policies and regulatory requirements.
Documentation & Governance
• Creating and maintaining a comprehensive Data Dictionary.
• Creating and modifying Data Models to reflect current architecture.
• Producing technical documentation for database structures, processes, and changes.
• Using Source Control tools (e.g., Git), SQL Prompt, and SQL Compare for version management.
• Transactional Replication setup, configuration, and monitoring.
Monitoring & Reliability
• Proactively monitoring database systems to ensure secure, available, and high-performance services.
• Minimizing planned and unplanned downtime through proactive maintenance and alerting.
• Supporting Microsoft Clustering Services for high availability configurations.
