What are the responsibilities and job description for the Capture Manager position at International Software Systems, Inc.?
This role owns the capture lifecycle across state, local, and federal opportunities, from early pipeline shaping through proposal submission. You’ll work closely with leadership, BD, technical teams, and partners to turn qualified opportunities into wins.
Key Responsibilities
- Lead capture efforts for state, local, and federal IT opportunities
- Identify, qualify, and shape opportunities early in the pipeline
- Develop capture strategies, win themes, and competitive positioning
- Conduct customer and competitor research to inform bid decisions
- Coordinate teaming strategies with primes, subs, and strategic partners
- Own proposal development efforts, including:
- Proposal outlines and compliance matrices
- Writing and editing technical, management, and past performance sections
- Supporting pricing and solution alignment
- Manage proposal schedules, contributors, and reviews (Pink/Red/Gold)
- Ensure proposals are compliant, compelling, and submitted on time
- Support post-submission activities, including orals and debriefs
Required Experience & Qualifications
- 5 years of capture management or business development experience in government IT contracting
- Proven experience with state, local, and/or federal procurements
- Hands-on proposal writing experience (not just oversight)
- Strong understanding of RFP/RFQ/RFI processes and compliance
- Experience working with contract vehicles (state master contracts, IDIQs, BPAs, etc.)
- Ability to translate technical solutions into clear, persuasive proposal content
- Strong organizational skills with the ability to manage multiple pursuits
- Excellent written and verbal communication skills
Preferred Qualifications
- Experience with federal agencies and/or large state programs
- Familiarity with IT services such as cloud, cybersecurity, application development, data, or infrastructure
- Prior success leading winning captures as a prime or key subcontractor
- Experience working with pricing and cost volume development
