Job Title: Pipeline Projects Manager
Reports To: EPC Practice Manager
Location: Remote (South-Central Texas US)
Summary:
The Pipeline Projects Manager leads the full lifecycle of Integrity Solutions EPC pipeline integrity, maintenance, and construction projects, owning execution from initial scoping through closeout. This includes translating client needs into actionable scopes, developing cost and schedule plans, coordinating field execution, maintaining client relationships, and ensuring the financial success of each project. Reporting directly to the EPC Practice Manager and working in close coordination with the EPC Project Administrator, this person provides the technical, commercial, and operational strength of IS EPC across estimating, procurement, documentation, and financial performance. Beyond day to day project delivery, they play an active role in business development by identifying new opportunities, building client relationships, and contributing to proposal development.
Key Responsibilities:
Technical & Project Execution:
- Leads project scoping, engineering review, constructability assessment, and definition of work for integrity digs, anomaly repairs, replacements, reroutes, and maintenance activities.
- Transition awarded work from sales/business development into execution, ensuring scope, assumptions, risks, and deliverables are clearly documented.
- Create project execution plans, including sequencing, resource requirements, subcontractor involvement, and equipment needs.
- Oversee daily project execution, coordinating with superintendents, foremen, inspectors, and client representatives.
- Ensure compliance with client specifications, industry codes (ASME B31.4/B31.8, API 1169), and regulatory requirements (DOT/PHMSA).
- Manage the quality assurance program, including general inspection of welds, coatings, excavations, repairs, and documentation packages.
- Responsible for field changes, deviations, and unforeseen conditions; prepare and track change orders.
Cost, Schedule & Financial Control:
- Develop and review cost estimates, labor plans, equipment budgets, and material takeoffs during pre‑bid and pre‑construction phases.
- Build and maintain project schedules, coordinating crews, subcontractors, equipment, and material deliveries.
- Track project costs, productivity, and burn rates; forecast remaining work and implement corrective actions to maintain profitability.
- Work closely with the EPC Project Administrator to ensure accurate job costing, invoicing, and financial reporting including cash flow reports.
- Keep projects on track to hit or exceed margin targets and support EPC profitability.
Client Relationship & Account Management:
- Be the go-to contact for assigned clients throughout the life of a project.
- Keep clients and internal leadership informed with regular updates, progress reports, and risk notifications.
- Build strong client relationships that lead to repeat business and long-term partnerships.
- Manage expectations, address issues as they come up, and make sure clients are satisfied with how projects are delivered.
- Look for opportunities to grow work through additional services, change orders, and expanded scopes.
Procurement, Materials & Vendor Coordination:
- Work with the EPC Project Administrator to manage procurement needs, purchase orders, and vendor onboarding.
- Purchase materials, consumables, and equipment in line with project requirements and company standards.
- Coordinate with suppliers, rental companies, and logistics partners to make sure everything arrives on time and is available when needed.
- Track vendor performance and help maintain strong relationships with preferred vendors.
Safety, Environmental & Regulatory Compliance:
- Make sure all work follows OSHA, DOT/PHMSA, environmental regulations, and client-specific safety programs.
- Take part in job hazard analyses, tailgate meetings, and incident investigations during field visits.
- Support environmental compliance across permitting, spill prevention, waste handling, and site restoration.
- Champion a strong safety culture and hold the field to company safety expectations.
Documentation, Reporting & Internal Coordination:
- Keep project documentation accurate and up to date, including daily reports, as-builts, inspection forms, material certifications, and closeout packages.
- Put together internal and client-facing reports covering progress, cost performance, risks, and schedule status.
- Work closely with the EPC Project Administrator to make sure documentation lines up with purchasing, billing, compliance, and audit requirements.
- Help develop and improve internal processes, templates, and tools used for estimating, execution, and reporting.
Required Qualifications:
- Bachelor’s degree in Engineering (Mechanical, Chemical, Civil, Petroleum, or related) from an ABET-accredited program or equivalent industry experience.
- 3–10 years of experience in pipeline integrity, maintenance, or construction project management.
- Strong understanding of pipeline codes, standards, and regulatory frameworks.
- Proven ability to manage multiple projects and field teams in a fast‑paced environment.
- Experience in scheduling, estimating, and cost control.
- Strong written and verbal communication and client‑relationship skills.
- Working knowledge in Microsoft Office suite, particularly Outlook, Teams, Word, Excel, PowerPoint and Sharepoint.
- Position level will be commensurate with qualifications and experience
Required Qualifications:
- Licensed Professional Engineer
- API 1169, OSHA 30, or similar certifications
- Experience working within EPC project delivery models
- Background in consulting
- Comfortable working with GIS, integrity management software, or construction management platforms
- Hands-on experience with hydrostatic testing, anomaly evaluation, coating systems, and pipeline repair methods
